Position Overview

The Bicycle and Micromobility Program Coordinator will oversee and strengthen the University of Maryland’s BikeUMD program and campus micromobility initiatives. This position manages both private and shared micromobility devices (bikes, e-bikes, e-scooters), coordinates related infrastructure, education, and enforcement, and collaborates with internal and external stakeholders to support safe and sustainable mobility options.
The Program Coordinator will play a critical role in maintaining or exceeding UMD’s designation as a top-ranked Bicycle Friendly University by supporting the facilities and services that make active transportation safe, accessible, and attractive. This position requires program management skills, vendor coordination, budgeting, and the ability to supervise student staff and execute outreach programs.

Key Responsibilities:
* Lead daily operations of the BikeUMD program, including registration, enforcement, gear distribution, locker rentals, and access to secure parking.
* Manage shared micromobility vendors (Veo and Capital Bikeshare), monitor data and safety compliance, and coordinate with local partners.
* Supervise and mentor a team of student employees engaged in field operations, enforcement, and customer service.
* Track and maintain the campus inventory of bike infrastructure, identify needs, and collaborate with Facilities Planning to improve and expand bike amenities.
* Coordinate and promote micromobility education and engagement initiatives, including safety campaigns, events, and training programs.
* Staff the Campus Micromobility Workgroup and serve as the primary contact for micromobility concerns from the campus community.
* Coordinate the Bicycle Friendly University designation submission and support grant initiatives related to bike infrastructure.

ABOUT THE DEPARTMENT OF TRANSPORTATION SERVICES
The University of Maryland’s Department of Transportation Services (DOTS) delivers a wide range of parking and transportation solutions to a diverse campus community of over 50,000 students, faculty, and staff in the Greater College Park area. As a self-supporting unit within the Division of Administration, DOTS is the primary agency responsible for managing the university’s parking and transit programs. PHYSICAL DEMANDS
* Must be able to lift and transport items weighing up to 30 pounds.
* Hybrid work environment with a mix of office-based work and frequent outdoor field-based responsibilities.
* Fieldwork required, including riding bikes and scooters, site visits, impounding and transporting bicycles, and tabling and setting up materials for events.
* Occasional evening or weekend work required to support events or community meetings.
* Must be comfortable leading group bike/scooter rides and engaging with the campus community in both structured and informal settings.

PREFERENCES

Preferred Education:
Master’s degree or graduate coursework in transportation, sustainability, planning, or a related field.

Preferred Experience:
* Minimum of three (3) years of relevant experience.
* Demonstrated experience in supervision or mentoring students and planning events.
* Demonstrated experience in infrastructure project coordination.
* Experience in a higher education environment.
* Experience using GIS or mapping tools for tracking infrastructure.
* Familiarity with APBP Bike Parking Guidelines.
* Experience with shared micromobility systems and safety program development.
* Passion for sustainable transportation and equity-driven engagement.

Preferred Knowledge, Skills, and Abilities:
* Familiarity with micromobility best practices and safety principles.
* Understanding of the “Five E’s” of bicycling: Education, Encouragement, Enforcement, Engineering, and Evaluation.
* Knowledge of local and national transportation safety standards.
* Strong data analysis and reporting skills.
* Experience working with municipal and campus planning departments.
* Strong organizational, verbal, and written communication skills.
* Ability to collaborate effectively with diverse stakeholders, both within the university and in the surrounding community.

LICENSES/CERTIFICATIONS
* League Cycling Instructor
* First Aid/CPR

Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university. Experience: One (1) year of professional program, outreach, or event coordination experience. Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education. Knowledge of outreach and marketing strategies. Knowledge of clerical and administrative procedures and systems such as filing and record-keeping. Skill in oral and written communication. Skill in the use of Microsoft Office products. Ability to multitask and prioritize assignments.
