Job Summary:


Director will have direct oversight and responsibility for the Roseville, Sacramento and South Sacramento Medical Centers. Must live in the Roseville or Sacramento area or be willing to relocate.


Provides strategic direction, leadership and overall management oversight of Health Information Management (HIM) functions in a multi-facility setting with multiple departments, including oversight for scanning and release of information functions. Responsible for developing and maintaining policies, procedures, systems and working relationships with other departments and medical centers, patient care providers, external customers, regulatory and other reporting entities Quality/Risk Management, and regional Revenue Cycle. Works closely with local department leaders and Regional HIM.


Essential Responsibilities:

  • OPERATIONS MANAGEMENT

    • Directs the HIM department in a multi-facility setting within the context of Kaiser Permanentes mission in alignment with HIM mission and vision and local and regional goals.

    • Provides leadership and management oversight for the paper and electronic medical records to ensure compliance with regulatory requirements governing the maintenance, security, confidentiality, and retrieval of medical records.

    • Manages HIM staff (on-site and remote), HIM functions (technical and clerical), and oversees HIM processes performed by non-HIM staff including release of information, scanning, and transcription.

    • Monitors staff productivity and quality, HIM key performance indicators, and completeness of medical record documentation.

    • Provides effective financial management and efficient use of KP resources. Directs the development and management of budgets.

    • Monitors operating expenses, analyzes variances and develops corrective action plans.

    • Initiates and participates in process improvement activities locally and regionally and establish consistent, efficient, and effective workflows, policies, and procedures.

    • Effectively maintains appropriate quality control programs in response to internal standards of care as well as external requirements.

    • Evaluates and implements opportunities for enhancing the cost effective delivery of HIM services.

    • Promotes the effective and efficient use of health information data by providing statistical analysis and reports when needed, and by consulting with other departments who utilize data for management, quality, utilization, research, billing and other purposes.

    • Maintains working knowledge of policies and events impacting healthcare and revenue cycle, particularly matters that directly involve HIM.

    • Other duties and projects as assigned.

    • RELATIONSHIPS

    • Works collaboratively with regional HIM in developing the strategic plan for health information management and in establishing consistent policies and procedures, and workflows.

    • Establishes effective working relationships with Medical Center Leadership,

    • The Permanente Medical Group (TPMG), quality management, utilization management, nursing, compliance and other users of clinical information and data.

    • Ensures the availability and quality of data, and consistency of interpretation of information.

    • Leads local and regional committees, workgroups and taskforces representing HIM and providing subject matter expertise in HIM.

    • Fosters the Labor Management Partnership (LMP) through a well functioning Unit Based Team (UBT).

    • Participates in labor negotiations and discussions related to operations and staff.

    • COMPLIANCE/QUALITY ASSURANCE/REGULATORY

    • Ensures compliance with Health Information Management requirements mandated by The Joint Commission (TJC), National Committee on Quality Assurance (NCQA), Title 22, Office of Statewide Health Planning and Development (OSHPD), Centers for Medicare and Medicaid Services, other federal and state regulations, hospital medical staff by-laws, and regional and local policies and procedures.

    • Participates in local medical center Continuous Process Assessment (CPA), licensing, and accreditation surveys in collaboration with regional HIM.

    • Represents HIM in region-wide efforts to comply with regulatory requirements and improve the quality of the electronic health records and HIM services.

    • Ensures high quality and consistency of services across the Service Area through establishment and performance of quality assurance activities.

    • Maintains and keeps up knowledge of regulatory and accreditation changes that may impact HIM operations.

    • CUSTODIAL RESPONSIBILITIES

    • Responsible for the maintenance, security, storage, and retrieval of medical records (paper and electronic).

    • Responsible for the overall oversight for the release of medical records to external requestors.

    • Represents the organization in legal proceedings as keeper (custodian) of the medical records.

    • Kaiser Permanente conducts compensation reviews of positions on a routine basis. At any time, Kaiser Permanente reserves the right to reevaluate and change job descriptions, or to change such positions from salaried to hourly pay status. Such changes are generally implemented only after notice is given to affected employees.

  • Director will have direct oversight and responsibility for the Roseville, Sacramento and South Sacramento Medical Centers.

Basic Qualifications:
Experience



  • Minimum 8 years of experience in health information management field.

  • Minimum 3 years management experience in HIM Operations.

Education


  • Bachelors Degree in Health Information Management or related field (i.e. finance, public health administration, health care administration).
License, Certification, Registration
  • Registered Health Information Administrator OR Registered Health Information Technician
Additional Requirements:

  • Working knowledge of The Joint Commission (TJC), California Code of Regulations (Title 22), and National Committee on Quality Assurance (NCQA), Office of Statewide Health Planning and Development (OSHPD), Centers for Medicare and Medicaid Services (CMS) and federal, state, and local requirements for medical records.
  • Current knowledge of ICD and CPT coding systems.
  • Experience using and managing electronic health records (EHR) and strong knowledge of computerization and technological advances in health information.
Preferred Qualifications:


  • Experience working in a Labor Management Partnership environment.
  • Masters Degree in Health Information Management or other related fields preferred (i.e. finance, public health administration, health care administration).
