Westat is seeking a Finance Systems Manager to become part of the Finance and Contracts team supporting the corporate Accounting, Contracts, and Finance IT systems and infrastructure. The environment includes applications and systems that are integrated with Deltek Costpoint platform, Cognos, OnBase, TM1, and other products. The successful candidate would be at the forefront of Westat’s digital transformation by helping the F&C team to manage upgrades, automate processes, and recommend improvements by staying on top of emerging technology trends.
This position is for a hybrid work arrangement at our corporate headquarters (1 day per week, flexible hours.) Westat's headquarters is currently in Rockville, Maryland but will be relocating to Bethesda, Maryland in the fall of 2025.
Job Responsibilities:
- Manage the ongoing day-to-day configuration and optimization of the Deltek Costpoint modules such as General Ledger, Fixed Assets, Accounts Payable, Purchasing, Time and Expense, and Project Setup.
- Lead implementation of system enhancements by analyzing business needs, identifying system gaps, gathering requirements, recommending improvements, and building corresponding business cases including budgetary needs.
- In collaboration with the internal audit team, ensure Costpoint adheres to relevant regulations such as FAR, DFARS, and CAS.
- Proactively identify opportunities for improvement and innovation by staying up to date with the latest Deltek Costpoint releases, features, and industry best practices.
Basic Qualifications:
- Bachelor’s degree.
- 10+ years of leadership experience with a strong technical background in Deltek’s Costpoint and Time Collection systems.
- SQL and PL/SQL development experience.
Preferred Qualifications:
- Experience with systems that support Accounting, Contracts, and Finance operations such as OnBase or FocusPoint.
- Experience with server and/or database administration, IT system architecture, and other technology-based solutions.
- .NET application development experience.
- Disaster recovery planning experience.
Minimum Qualifications:
- Candidate should have excellent communications and technical writing skills.
- Exercise good judgment and possess strong supervisory, problem solving and documentation skills.
- Ability to effectively manage multiple tasks simultaneously and work well in a team environment.
