Job Summary

The Human Research Protections Program (HRPP) administers, supports, and oversees the work of the Institutional Review Board (IRB) and all related human subjects research activities at the University of Texas at Tyler (UT Tyler). Any research project involving human subjects at UT Tyler must be reviewed and approved by an IRB before that research may begin and before related grants may be funded. The IRBs are federally mandated review committees, operating under regulations promulgated by the Office of Human Research Protections (OHRP) of the U.S. Department of Health and Human Services (DHHS) and the U.S. Food and Drug Administration (FDA). The Institutional Review Board (IRB) at UT Tyler functions to ensure that all human subject research conducted at the University is in compliance with all applicable laws, regulations, and University policies; in addition to protecting study subject’s safety, rights, and welfare. The IRB Coordinator provides professional level support to the Institutional Review Board office and technical assistance to large, federally mandated committees. The position oversees the preparation of institutional reports to appropriate federal regulating agencies. Responsibilities include the administration and daily management of the office. The IRB Coordinator exercises considerable initiative, independent judgment, and confidentiality in performing the assigned duties, and requires knowledge of a broad range of university and federal regulations, policies, and procedures.

Major Responsibilities/Duties/Critical Tasks

  • Processes new protocols and coordinates the review process; assists in preparing protocols for IRB committee review; assigns reviewers; delineates revision requirements; reviews investigators’ responses; elicits reviewers’ assistance or refers to appropriate IRB committee for decisions; prepares determination letters or administratively withdraws protocols based on established guidelines.
  • Coordinates IRB meetings: prepares agenda and material to meet distribution deadline; reviews materials within IRB manager; monitors existing and new protocols; expedites approvals; reviews and approves exempt applications as needed.
  • Gathers information and background material in response to inquiries/issues raised; responds to requests for information regarding IRB review. Provides professional support to the IRB committee including advice, information, materials, and supplies.
  • Leads special projects identified and assigned by IRB managers and administration.
  • Assists with revisions and implementation of IRB forms, policies, and standard operating procedures.
  • Manages/oversees fiscal activities including posting and reconciling IRB accounts.
  • Provides expert level knowledge (application and interpretation) of federal and state regulations and policies, and institutional policies regarding human research including HIPAA, DHHS and FDA.
  • Serves as a liaison to national organizations, other institutional review boards, federal agencies, drug companies, cooperating institutions, and other universities.
  • Assists with development of forms and manuals including policies and procedures of the IRB committee.
  • Assists with orientation of new IRB staff, board members, and training workshops for research staff regarding IRB procedures and requirements. Coordinates and/or conducts training and workshops for the IRB program.
  • Represents office at departmental, University and appropriate extra-University functions.
  • Prepares official reports in accordance with federal and institutional guidelines.
  • Performs other duties as assigned.


Required Education/Experience

  • Bachelor’s degree in a related field is required.
  • Two (2) years’ experience in a related field is required. Familiarity with medical and scientific terminology preferred.
  • May accept a combination of education and experience.

  • Advanced Microsoft Word skills.
  • Ability to exercise discretion and independent judgment effectively in decision making process.
  • Strong written, verbal, and presentation skills.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
