The Kindergarten Readiness Study Coordinator is responsible for the project management, facilitation, and coordination of activities related to the planning and implementation of the Kindergarten Readiness Community Study (KRCS), a county-wide study conducted every three years utilizing the Early Development Instrument (EDI) across all public-school districts with all kindergarten teachers. The Kindergarten Readiness Study Coordinator plays a key role in partnering with internal and external stakeholders to ensure equity-centered study design and implementation of the KRCS that will inform funding, programming, and policy decisions for Alameda County’s children, families, and the broader community.


  • Leads planning, coordination, facilitation, and project management for the KRCS in service to F5AC’s strategic plan, the Alameda County early childhood system, and Measure C goals and requirements.

  • Coordinates the study contractor (UCLA), Alameda County Office of Education (ACOE), and District study coordinators to develop implementation plans, co-design the structure and process of the study, and support administrative logistics related to EDI administration and complementary studies.

  • Develops and maintains expertise in the subject matter on kindergarten readiness, including but not limited to conducting literature and policy reviews, attending trainings, engaging with experts in the field, etc.

  • Leads the convening, recruitment, communications, and relationships with local community partners, advisory bodies, and other external stakeholders to ensure inclusion of equitable participatory processes within the study planning, implementation, dissemination phases.

  • Designs the staffing and funding plan to support school districts in the implementation and utilization of the EDI tool.

  • Develops, manages, and monitors budgets, processes invoices, and serves as the contract manager for all contracted support of the study.

  • Develops written materials (briefings, memos, overviews, etc.), presentations, outlines, timelines, tools, dashboards, and templates in service to the KRCS for internal and external audiences.

  • Partners with internal stakeholders to support agency wide collaboration, tracking, and implementation of the study.

  • Leads the facilitation, development, tracking, and execution of data sharing agreements (DSAs) and memorandums of understanding (MOUs), as needed.

  • Facilitates the process of procuring Districts administrative data to supply UCLA with child level rosters inclusive of administrative data, as needed

  • Develops reports, briefings, and leads presentations related to the progress, use, quality improvement, and policy advocacy of the KRCS in partnership with Data and Evaluation, Govt Affairs and Policy, Program, and Communications staff.

  • Anticipates resources and tools needed; advises Executive Leadership Team, Division Officer, and Director on processes.

  • Additional projects and duties as assigned.

Qualifications

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Minimum nine years of full-time progressively responsible related experience in a public or private organization

  • Bachelor’s Degree from an accredited four-year college or university with major coursework in Public Policy, Public Administration, Planning, Organizational Development, Business, Education, or related field may be substituted for 4 years of experience. A Master’s degree may be substituted for an additional year of experience.


Additional Requirements

Travel within Alameda County as necessary to carry out job duties. Some travel outside Alameda County occasionally required.


Knowledge of:

  • Principles, practices, and tools of planning and project management

  • Principles and practices of the development of effective written materials (briefing papers, presentations, etc.)

  • Principles and practices of participatory process design and facilitation

  • Principles and practices of policy analysis and advocacy

  • Program development, planning, and evaluation methodologies

  • Evaluation principles and best practices, data analysis, and research methodology

  • Knowledge of one or more specific content areas in early care and education, child development, kindergarten readiness, early childhood mental health, parenting education/support, maternal child health, provider capacity building approaches, and public policy

  • Principles and practices of fund development and report preparation

  • Principles and practices of management, supervision, training, and team leadership

  • Cross-cultural sensitivity

  • Principles and practices of contract negotiation, development, and management

  • Budgetary and contract administration practices

  • Proficiency in Microsoft Office Suite, Office 365 preferred

  • Familiarity with data visualization and reporting platforms (e.g., Smartsheet, Salesforce, Power BI, Tableau) a plus


Ability to:

  • Inform research study design, co-develop implementation plan, and monitor data over time.

  • Plan and project manage work to ensure organizational goals are achieved, including tracking and managing details across multiple projects

  • Establish and maintain effective, collaborative working relationships with a wide range of professionals including but not limited to, F5AC staff, partnering agencies, school districts, community partners and contractors

  • Design, plan, facilitate, and contribute to group meetings and focus groups effectively

  • Effectively represent the agency in meetings, work collaboratively with community agencies and stakeholders

  • Plan and organize work to ensure organizational and project goals are achieved

  • Communicate effectively orally and in writing to staff

  • Promote teamwork and integration within and across the agency

  • Demonstrate cultural awareness and sensitivity in a variety of contexts

  • Read, analyze, and interpret common professional publications, legislative or policy documents, financial reports and related agency documents and information

  • Adapt, with minimal or no advance notice, to changes in agency operations and work assignments or procedures

  • Define and creatively address problems or management challenges requiring analysis of multiple variables or situations, collect and analyze information, consider alternatives, and draw valid conclusions


Please note:

  • We are currently working a hybrid 2 day per week in-office schedule and employees also come to the office to attend meetings and as requested.
  • All First 5 employees must live and work in California.

The salary range for this position is $103,000 to $144,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range
