Typical Duties
- Develop, coordinate and implement goals, objectives and service delivery systems for community public health and prevention services projects.
- Conduct or assist communities to conduct assessments and evaluations to determine the extent of public health and alcohol and other drug problems in communities and to determine the effectiveness of public health and prevention services in addressing the problems.
- Meet with and educate other health, social services, prevention services and education providers requesting services and alternatives for project or program targeted population.
- Supervise support staff including planning and evaluating work assignments.
- Monitor time applied to public health projects or prevention services programs by medical, nursing, and paraprofessional personnel.
- Develop and implement strategies for public health and prevention services projects and programs.
Minimum Qualifications
Education:
- Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in public administration, health science, or a related field.
- One (1) year of experience in an alcohol and drug treatment program, preferably including contract and grant development. Experience in a prevention program is highly desirable.
- Two (2) years of responsible administrative experience in a treatment program including contract and grant development. Experience in a prevention program is highly desirable.
- Principles and practices of public health and/or prevention programs and services.
- Community organizations and outreach resources.
- Counseling and case management techniques.
- Managerial budgeting and accounting techniques.
- Principles and techniques of contract and grant development and monitoring.
- Principles of program development and evaluation.
- Managerial accounting to develop and monitor budgets and contracts.
- Contracts to develop specifications and reimbursement methods, and to monitor for contract compliance.
- Grant application process.
- Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
- Identify community concerns regarding public health and alcohol and other drug problems, make recommendations for public health and prevention services, and assist with implementation of those programs.
- Effectively use community resources for research, program planning and dissemination of information.
- Prepare clear, concise written reports and correspondence using correct grammar, punctuation, and spelling.
- Read and interpret laws, regulations, and ordinances to explain their impact on programs.
- Plan, organize and give presentations before groups.
- Plan, organize and implement a comprehensive public health and/or prevention services program and the mechanisms to evaluate effectiveness of the program.
- Prepare grant applications including the preparation of needs assessments, identification of target groups, development of goals and objectives, delivery of service, and development and oversight of the budget.
- Federal and state laws and regulations related to public health or prevention services programs and services.
- Certification as an addiction counselor from CAARR or an equivalent organization.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Career Incentive Pay
Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation – 52, earn additional pay according to the schedule below. Excludes Fire Battalion Chiefs.
Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.
Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.
Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
