Role Description:

Arcadis is seeking a highly skilled and motivated Risk Manager to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP).

We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.

The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role Accountabilities:

  • Conduct comprehensive risk assessments to identify potential threats and opportunities related to the project's objectives, schedule, budget, safety, and quality.
  • Collaborate with project teams, subcontractors, and stakeholders to gather input and insights regarding potential risks and their likelihood and impact.
  • Evaluate identified risks using qualitative and quantitative methods to assess their potential consequences and prioritize them based on severity and likelihood.
  • Analyze risk interdependencies and their potential impact on project deliverables, milestones, and overall success.
  • Develop risk mitigation strategies and action plans to address identified threats, including avoidance, mitigation, transfer, or acceptance strategies.
  • Work closely with project teams to implement risk mitigation measures and integrate them into project plans, schedules, and budgets.
  • Establish robust risk monitoring and control mechanisms to track the status of identified risks, evaluate the effectiveness of mitigation measures, and identify new risks as they emerge.
  • Regularly review and update risk registers, risk matrices, and other risk management documentation to ensure accuracy and relevance.
  • Communicate risk-related information to project stakeholders, including project management, clients, subcontractors, and regulatory agencies, to facilitate informed decision-making.
  • Prepare regular risk reports and presentations highlighting key risk metrics, trends, and mitigation efforts for internal and external stakeholders.
  • Facilitate lessons learned sessions at key project milestones to capture insights, best practices, and areas for improvement in risk management processes and procedures.
  • Incorporate lessons learned into future projects to enhance risk management capabilities and reduce the likelihood of recurring risks.

Required Qualifications:

  • 15+ years of experience in risk management within the heavy civil construction industry, with specific experience in tunneling and rail projects highly desirable.
  • Bachelor's degree in Engineering, Construction Management, Risk Management, or a related field. Master's degree preferred.
  • Certified Risk Manager (CRM), Project Management Professional (PMP), or equivalent certification preferred.

Key Skills and Abilities:

  • Strong understanding of risk management principles, methodologies, and tools, including risk identification techniques, risk registers, and risk analysis techniques.
  • Excellent analytical and problem-solving skills, with the ability to assess complex situations, evaluate alternatives, and recommend effective risk mitigation strategies.
  • Exceptional communication and interpersonal skills, with the ability to collaborate effectively with multidisciplinary teams and influence stakeholders at all levels.
  • Proficiency in risk management software and tools (e.g., ARM, Predict!).
  • Familiarity with relevant industry standards, regulations, and best practices related to risk management in construction projects.
  • Ability to work in a dynamic and fast-paced environment, managing multiple priorities and deadlines.
  • Willingness to travel occasionally for project meetings, site visits, and stakeholder engagements.
  • Commitment to promoting a culture of risk awareness, transparency, and accountability within the project team.

Arcadis offers benefits for full time and part time positions. These benefits include medical, dental, and vision, EAP, 401K, STD, LTD, AD&D, life insurance, paid parental leave, reward & recognition program and optional benefits including wellbeing benefits, adoption assistance and tuition reimbursement. We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $135,000 - $203,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
