Summary

The Utility Systems Repairer/Operator is in charge on a regular and recurring basis. He/She operate steam boilers, hot water boilers, chiller plant, etc. The USRO performs maintenance, inspection, repair & operation of the boilers & plants. The incumbent is familiar with emergency hospital generators and associated transfer switches, and is capable of operating generators and providing manual transfer if required; Also works without the presence or availability of a supervisor.

Duties

  • Operate a computer driven building management system which controls the integral heating and cooling systems when assigned to the main plant.
  • Responsible for operating and maintaining the plant and make decisions affecting the total operational output and efficiencies.
  • Maintain/repair and operation of the boiler plant, chiller plant, water softener system, and domestic water tank pumping system. The boilers are multi-fuel (natural gas/ fuel oil) mechanically fired, power boilers generating steam at 65 pounds per square inch and associated equipment.
  • Inspect adjust and maintain the air conditioning and boiler plant equipment.
  • Makes decisions affecting the total operational output and efficiencies.
  • Repair/Maintain all components of the heating plant and all auxiliary equipment associated with the cooling plant to include repair and replacement of mechanical pumps, seals, bearings, packing glands, impellers, shafts, valves, wye strainers, and pressure reducing stations.
  • Modify piping/plumbing for heating/cooling systems, chemical feed systems and fuel systems.
  • Troubleshoot variable speed drive motor controls, purge type combustion controls and flame safeguard controls. Remove and replace defective programmer controls for boilers.

Physical Requirements: Works in confined areas, requires walking, standing, climbing, bending, crouching, stooping and kneeling for prolonged periods of time. Works in tiring and uncomfortable positions. Lifts and carries repair parts, tools, and equipment weighing up to 50 pounds. Occasionally handles heavier material; Works primarily indoors. Subject to high temperatures, constant noise, rotating machinery, dirt, grease, chemicals, oil and fumes. Subject to cuts and abrasions from tools and equipment, bums from acids, caustics, steam, and contact with piping and boilers. Shares in the responsibility for a sound industrial safety program. Is required to comply with all applicable safety directives. Promptly reports unsafe conditions to the immediate supervisor.

Required skills and Knowledge:

  • Must possess knowledge of all operational phases of boiler plant operations ( e.g., water treatment, fuel systems, steam generation, and pollution control) and their interrelationships for efficient and economical generation of steam.
  • Possess knowledge of all operational phases of chiller plant operations for water cooled centrifugal and air cooled chillers to meet load demands in the most efficient manner
  • Has knowledge and skill to make major repairs to high pressure boilers that maintain prescribed boiler temperatures and pressures. Make major repairs to all associated components of high pressure steam boiler and chiller plants. Must possess ability to interpret blueprints, technical manuals, and work instructions.
  • Must possess knowledge and skills to qualify as a certified boiler/chiller plant operator or have measurable qualifications that would permit certification within 30 days of assignment.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
