About the Role
We are seeking an experienced Senior Change Manager to lead organisational change management activities supporting major cyber security transformation initiatives within a large Federal Government environment.
You will play a pivotal role in driving the adoption of new cyber security capabilities, operating models, governance frameworks, processes, and ways of working. Working closely with business, technical and executive stakeholders, you will ensure organisational readiness, stakeholder engagement, and sustainable change outcomes across complex, multi-stream programs.
This role is part of a Cyber Uplift program supporting the implementation of strategic cyber security initiatives, including vulnerability management and organisational operating model transformation.
Key Responsibilities
- Develop, implement and maintain change management strategies, plans, frameworks, methodologies and artefacts.
- Assess organisational change impacts, stakeholder readiness, risks, dependencies and adoption requirements.
- Translate complex technical and cyber security concepts into clear business impacts and practical change activities.
- Design and deliver stakeholder engagement, communication and change readiness initiatives.
- Facilitate workshops, impact assessments, consultation sessions and readiness reviews.
- Support leaders and teams through organisational, process, technology and governance changes.
- Identify and manage resistance to change and recommend effective mitigation strategies.
- Coordinate change activities across multiple cyber security and technology initiatives.
- Support the development and implementation of operating models, governance structures and performance frameworks.
- Establish and monitor change success measures, adoption metrics, readiness indicators and benefits realisation outcomes.
- Produce high-quality reports, executive briefings, presentations and communication materials.
- Maintain accessible and reusable change management documentation and artefacts.
- Provide coaching, guidance and professional advice to stakeholders and project teams.
- Build internal organisational change capability through mentoring, coaching, knowledge transfer and staff shadowing.
- Capture lessons learned and document processes to support long-term organisational capability development.
Requirements
Essential Skills and Experience
- Minimum 5 years' experience in organisational change management.
- Demonstrated experience leading large-scale organisational and digital transformation initiatives within highly regulated environments.
- Strong experience delivering change management activities across complex ICT programs.
- Proven ability to manage competing priorities while working independently.
- Experience engaging and influencing stakeholders across executive, business and technical groups.
- Strong communication, facilitation, negotiation and relationship management skills.
- Experience conducting impact assessments, stakeholder analysis and change readiness assessments.
- Demonstrated ability to develop and deliver communication, engagement and adoption strategies.
- Experience producing executive-level reports, presentations and briefing materials.
Desirable Skills and Experience
- Experience delivering change management within Federal Government environments.
- Experience supporting cyber security, cyber uplift or technology modernisation programs.
- Experience supporting vulnerability management initiatives.
- Knowledge of vulnerability management platforms including:

- Tenable
- Archer
- ForeScout
