The Opportunity:

The Highway Traffic Board, within the Ministry of Justice and Attorney General, has an exciting and rewarding opportunity for a highly motivated, service-oriented and dynamic leader. Reporting to the Assistant Deputy Attorney General of the Justice Services and Tribunals Division, the successful candidate will provide strategic and operational leadership to support the Board’s mandate and help deliver fair, just and timely outcomes for Saskatchewan citizens. This role offers the opportunity to lead a dedicated team, support independent decision-making, strengthen administrative tribunal operations and contribute directly to public confidence in Saskatchewan’s justice system.

  • Provide leadership and operational support to HTB administrative staff and board members in the scheduling, review and completion of appeals and regulatory matters before the Board.
  • Support adjudicators who hear and decide appeals related to SGI driver’s license sanctions, vehicle impoundments, Safe Driver Recognition Program ratings, Business Recognition Program assessments and commercial vehicle safety ratings.
  • Oversee administrative processes that promote fair, accessible, transparent and timely hearings for citizens and stakeholders.
  • Ensure programs, policies and procedures comply with applicable legislation, regulations and principles of administrative fairness.
  • Build and maintain effective working relationships with SGI, transportation stakeholders, government partners and members of the public who interact with the Board.
  • Create and sustain a respectful, inclusive and high-performing workplace culture that supports employee engagement, service excellence and continuous improvement.
  • Lead day-to-day operational decisions, including budget, staffing, business planning, branch structure and program delivery.

Technical Knowledge and

Skills

  • Leadership experience in the public sector, tribunal, regulatory, administrative justice, or complex service delivery environment, with a demonstrated track record of achieving results.
  • Degree in public administration, public policy, justice, business administration, commerce, or a related field, or an equivalent combination of education and experience.
  • Knowledge of administrative law, dispute resolution, natural justice, administrative decision-making, and the operation of administrative tribunals.
  • Knowledge of government legislation, policies, procedures, planning, budgeting, accountability frameworks, and decision-making processes.
  • The successful candidate will demonstrate strong communication, critical thinking and interpersonal skills, with the ability to navigate complex and ambiguous issues, build collaborative relationships and make sound, evidence-based decisions.
  • You will use digital tools and data effectively, manage financial and human resources responsibly, and lead, coach and develop employees while fostering an inclusive, safe and high-performing workplace.
