Position: Product Manager – SeniorLocation: Toronto / Peterborough, OntarioWork Arrangement: 100% Onsite – 5 days per weekContract: November 2, 2026 – March 31, 2027Extension: Up to 1 additional termOpenings: 1Security Clearance: No clearance requiredMinistry: Ministry of Public and Business Service Delivery and ProcurementOrganization: Government Services Integration ClusterClosing Date: October 13, 2026 at 12:00 PM ESTPosition OverviewWe are seeking a Senior Product Manager to lead the strategy, discovery, delivery, and ongoing evolution of large-scale digital and IT products within the Government of Ontario.The successful candidate will combine strong product management, Agile delivery, stakeholder engagement, technology, and governance expertise. This role requires someone who can translate complex business needs into actionable product strategies, roadmaps, user stories, and delivery priorities while working closely with executives, business stakeholders, architects, developers, and cross-functional Agile teams.The ideal candidate will have strong experience with Microsoft Dynamics 365, Power Platform, Azure, and Dataverse, along with knowledge of enterprise architecture, APIs, integration patterns, modernization, privacy, security, and public-sector governance.Key ResponsibilitiesProduct Strategy, Vision & Roadmap
- Define and communicate a clear product vision, strategy, objectives, and roadmap.
- Align product priorities with business goals, strategic objectives, enterprise direction, and technology investments.
- Conduct product discovery to identify user, business, and operational needs.
- Identify opportunities for innovation, modernization, process improvement, and digital transformation.
- Develop business cases, value propositions, investment recommendations, and product options.
- Establish product success measures, KPIs, and outcome-based performance metrics.
- Lead the ongoing product lifecycle from strategy and discovery through delivery, release, and operations.
- Engage executives, business partners, subject matter experts, technology teams, architects, and other stakeholders to understand priorities and requirements.
- Lead stakeholder consultations, discovery sessions, workshops, interviews, and product discussions.
- Build consensus across diverse stakeholder groups and effectively manage competing priorities.
- Demonstrate exceptional stakeholder engagement and relationship management skills.
- Communicate product vision, roadmap, progress, risks, decisions, dependencies, and outcomes to technical and non-technical audiences.
- Facilitate negotiation, conflict resolution, and consensus-building activities.
- Influence executive decision-making through strong analysis, communication, and recommendations.
- Own, manage, and prioritize the product backlog based on business value, user needs, strategic priorities, and technical considerations.
- Translate business needs into clear, actionable requirements, user stories, acceptance criteria, and product features.
- Lead and participate in Agile/Scrum ceremonies including sprint planning, backlog refinement, sprint reviews, retrospectives, release planning, and demonstrations.
- Work closely with cross-functional teams including business analysts, developers, architects, UX, QA, and other delivery professionals.
- Support quality assurance, user acceptance testing, release readiness, and implementation activities.
- Manage product releases and ensure delivery aligns with agreed scope, priorities, outcomes, and timelines.
- Apply Agile, Scrum, and Lean product development practices.
- Ensure products meet business, operational, accessibility, privacy, security, and regulatory requirements.
- Work closely with enterprise architects, solution architects, developers, and technical teams to ensure alignment with enterprise architecture and digital standards.
- Demonstrate knowledge of enterprise architecture, cloud services, APIs, integration patterns, and application modernization.
- Apply hands-on knowledge of the Microsoft technology ecosystem, including:
- Microsoft Dynamics 365
- Microsoft Power Platform
- Microsoft Azure
- Microsoft Dataverse
- Evaluate technology and solution options from business, technical, operational, cost, risk, scalability, and sustainability perspectives.
- Support large-scale digital transformation and application modernization initiatives.
- Ensure product decisions align with enterprise technology direction and long-term sustainability.
- Monitor product performance, user feedback, operational metrics, and opportunities for continuous improvement.
- Support and maintain product/project governance documentation and artifacts.
- Develop and maintain Project Charters, Project Change Requests (PCRs), business cases, decision records, risk registers, status reports, executive briefings, and related governance documentation.
- Identify, assess, track, and mitigate product risks, issues, dependencies, and constraints.
- Lead or coordinate activities related to:
- Privacy Impact Assessments (PIA)
- Threat Risk Assessments (TRA)
- Security risk assessments
- Technology risk management
- Privacy and compliance reviews
- Participate in architecture review, investment planning, portfolio management, and governance processes.
- Maintain appropriate product/project information, financial tracking, status reporting, and governance artifacts within approved enterprise tools such as Planview.
- Ensure compliance with applicable privacy, security, accessibility, cybersecurity, and regulatory requirements.
Requirements
Mandatory QualificationsCandidates must demonstrate the following:Product Management & Digital Delivery- Minimum 5 years of Product Management experience in IT or digital services.
- Proven experience leading enterprise-scale products from strategy through delivery and ongoing operations.
- Proven experience leading large-scale digital or IT transformation initiatives or delivering user-centric products in complex enterprise environments.
- Strong experience defining and communicating product vision and strategy.
- Demonstrated experience conducting product discovery.
- Strong experience developing and managing product roadmaps.
- Proven experience with backlog management, prioritization, and release planning.
- Demonstrated ability to align technology investments and product priorities with measurable business outcomes.
- Hands-on experience working within Agile delivery, Scrum, and Lean product development environments.
- Experience working with cross-functional delivery teams.
- Proven ability to translate business needs into clear, actionable requirements and user stories.
- Experience working through product planning, backlog refinement, sprint delivery, testing, reviews, and releases.

- CSPO, PSPO, PMP, or equivalent product/project management certification.

- Primary locations include 40 St Clair Ave W, Toronto and 300 Water Street, Peterborough.
- Must be available for the full contract period beginning November 2, 2026.
- Must be comfortable working in a highly collaborative, enterprise/public-sector environment.
