Job description

The Programme Manager (Projects) is responsible for the planning, development and delivery of the ACCE projects portfolio. Working from early concepts through to live delivery and evaluation, the postholder will ensure programmes fulfil their objectives, are inclusive, collaborative, financially sound, compliant with council processes and deliver public value. The role requires strong leadership, partnership building and the ability to solve complex delivery challenges in a politically aware environment. This position is temporary until 31st March 2027.

The Salary for the position is Grade 10 £47,665.00 - £51,928.00 per annum.

  • Lead the planning, management and delivery of the ACCE programme portfolio, setting priorities and frameworks.
  • Design and oversee annual work programmes, delivery frameworks and operational approaches for cultural events, public art and participation programmes.
  • Manage end‑to‑end delivery of complex public‑facing cultural programmes from concept through evaluation, ensuring quality and safety standards.
  • Provide leadership to officers and project staff, allocating work, coordinating capacity and supporting delivery.
  • Oversee public art and public realm commissioning, installation, health & safety and Council process compliance.
  • Lead budget monitoring, resource planning and financial control for ACCE activities.
  • Identify and secure external funding, sponsorship and partnership support, coordinating bids and reporting.
  • Act as client lead for projects, managing procurement, contracts, governance and risk.
  • Build and maintain partnerships with the creative sector, community groups and delivery partners.
  • Produce assurance reports and provide expert advice to senior managers and elected members on programme performance and risk.
  • Degree or equivalent in arts, culture, creative industries, management or related field.
  • Professional accreditation or management qualification (minimum ILM Level 5) or commitment to attain.
  • Minimum 5 years’ experience delivering arts, culture or creative programmes in complex, public‑facing environments.
  • Proven track record of leading multiple concurrent projects and managing stakeholder relationships.
  • Strong agile programme and delivery management skills, including budgeting and resource planning.
  • Advanced proficiency with Microsoft 365 (Excel, Planner, Teams, SharePoint, Outlook, Word, PowerPoint) for planning and reporting.
  • Excellent communication and relationship‑management abilities with artists, partners, communities and elected members.
  • Sound understanding of public sector governance, procurement, financial controls and risk management.
  • Ability to travel across Swansea and work flexibly, including evenings and weekends.
  • Commitment to continuous professional development and safeguarding responsibilities.
