The Role

We’re recruiting a Portfolio Manager here at Justice Digital, Data and Science to be part of our warm and collaborative Technology Services Portfolio Team.

This role aligns against Digital Portfolio Manager from the Government Digital and Data Framework.

Role Summary

As a Portfolio Manager, you will lead the coordination and performance oversight of a defined area of the digital portfolio.

You will ensure reliable visibility of delivery performance, risks and dependencies, applying governance frameworks consistently and supporting delivery teams to meet Justice Digital standards. Through structured analysis and stakeholder engagement, you will help senior leaders understand delivery confidence and systemic challenges.

You will operate with increasing autonomy, owning portfolio insight for your area while escalating complex or cross-cutting risks as appropriate.

Key Responsibilities

Portfolio Oversight

  • Own performance visibility for a defined portfolio area, ensuring accurate reporting of progress, risks and outcomes.
  • Maintain clear roadmaps and portfolio views that demonstrate delivery confidence and strategic alignment.
  • Identify cross-project dependencies and escalating risks within your portfolio area.

Governance & Assurance

  • Apply portfolio governance and assurance frameworks consistently across your area.
  • Support delivery teams in meeting agreed governance standards and good practice.
  • Escalate significant risks or issues to the Portfolio Lead with clear analysis and recommendations.
  • Contribute to continuous improvement of governance processes.

Insight & Analysis

  • Interpret portfolio performance data to identify trends, systemic risks and root causes.
  • Provide structured analysis and recommendations to support informed decision-making.
  • Constructively challenge delivery teams to ensure reliable and evidence-based reporting.

Stakeholder & Relationship Management

  • Build trusted relationships with delivery leads and stakeholders.
  • Support prioritisation and planning processes by providing clear performance insight.
  • Represent your portfolio area in governance forums as required.

Person Specification

Essential Criteria:

  • Experience supporting or managing portfolios of change, ideally in digital or technology environments.
  • Ability to apply governance frameworks and improve delivery standards.
  • Strong analytical skills, with the ability to identify trends and systemic risks.
  • Confident communicator, able to influence and challenge constructively.
  • Ability to manage competing priorities and adapt to changing demands.

Salary Information

Base salary for this role is from £49,325 to £53,081 (London) or from £42,914 to £46,182 (National).

  • Existing Civil Servants moving on a level transfer will retain their current base salary or move to the minimum of the pay band for the role, whichever is higher.
  • Existing Civil Servants who are promoted will either move to the bottom of the new grade’s pay band or receive a 10% uplift, whichever provides the greater increase.

Stage 2 - Interviews:

Successful candidates who meet the required standard will then be invited to a panel interview held via Microsoft Teams. At interview stage, you will be assessed against the following Success Profile elements – Experience and the following Behaviours:

Appointments are made strictly in merit order. In the event that two or more candidates receive identical interview scores, the Seeing the Big Picture behaviour will be applied as the primary lead criterion to determine the final merit order.
