Summary:
Under general supervision of the Principal Investigator and in accordance with established policies and procedures is responsible for the administration of daily operations of the Ryan White Program including supervision of support staff planning and organizing of all activities and systems necessary to ensure the timely and accurate performance and statistical reports necessary for service grants within the division maintain records of patient insurances to bill appropriate payers and participate in program development.
Responsibilities:


Overall Responsibilities:

    • Strategic planning and coordination of $1.7M annual NIH-funded multi-institutional HIV/AIDS grant (Providence/Boston CFAR) CFAR supplemental grants CFAR Institutional Funds and restricted accounts
    • Working directly with the CFAR Director(s) and Associate Directors manage all administrative aspects of the CFAR including strategic planning program management grants management finance and administration and communication
    • Plan and coordinate agenda and content for bi-monthly Executive Committee meetings and annual External and Internal Advisory Committee meetings. Develop reports for review on programmatic fiscal and administrative issues
    • Advise Core Directors and Scientific Working Group (SWG) leaders of programmatic fiscal and administrative issues.
    • Provide the National Institute of Health (NIH) with regular reports on all grant activities including attainment of program goals compliance and financial issues
    • Overall management of developmental award program - provide oversight of technical assistance/consultation regarding federal policy fiscal and regulatory compliance and administrative and budgetary issues
    • Serve as liaison for the CFAR Community Engaged Research Council the Diversity Equity Inclusion and Accessibility Program and the SWGs; supervision of CFAR Program Coordinators; provide guidance to CFAR Core Managers
  • Grants management:

    • Responsible for coordinating grant renewals; writing progress reports and advising Core and SWG Directors on content and organization of reports and budgets
    • Review and analyze program announcement and advise Directors and Core Directors of the mission and intent format of application appropriate programmatic issues to be addressed
    • Responsible for submitting grant application and NIH supplements utilizing the appropriate submission tools (i.e. ASSIST RPPR) monitoring program activities and budgets to ensure compliance with federal regulations; monitor policy changes and attend trainings to ensure current knowledge of relevant regulation and policy
  • Finance and administration:

  • � Responsible for budget design projections and monitoring to ensure compliance with federal regulations and policy; monitor and implement policy changes

    • Pre- and post-award management of annual budget of approximately $2.1 million (NIH and institutional funds)
  • Communications:

    • Serve as primary contact to HIV/AIDS faculty within the participating institutions (Brown University Health Brown University School of Public Health Boston Medical Center Boston University School of Public Health and other affiliated institutions in Providence and Boston) HIV community-based organizations in Providence and Boston NIH other funding agencies and central administration;
    • Oversight of interactive website quarterly newsletter and social media platforms; development and dissemination of promotional materials and information to CFAR faculty/community on important funding opportunities training programs conferences and other events to faculty trainees and affiliated members both locally and internationally.
  • National CFAR Administration:

    • Participate in quarterly meetings and the annual National CFAR meeting involving 19 other Centers and funding agency representatives; advise other national CFAR administrators on grants management interpretation of policies/regulations and compliance/regulatory issues.
    • Oversight of CFAR conferences seminars and other events.

BASIC KNOWLEDGE:

MS/MA Degree or Equivalent. Knowledge of research grants administration and current reporting requirements.

Knowledge of patient accounting systems and procedures in complex hospital or health care system environment.

EXPERIENCE:

Three to five years of professional experience in academic or research setting. Three to five years of supervisory experience. Extensive knowledge of federal grants administration (research or clinical) and current reporting requirements. Extensive knowledge of program management. Demonstrated knowledge and skills necessary to provide care to patients throughout the life span with consideration of aging processes human development stages and cultural patterns in each step of the care process.

INDEPENDENT ACTION:

Performs independently within department policies and practices. Refers specific complex problems to supervisor where clarification of department policies and procedures may be required. May recommend policy or procedural modification.

SUPERVISORY RESPONSIBILITY:

Directly supervise Program Coordinator and Data Coordinator. Provides overall program direction and ensures programs meet client needs and Ryan White requirements. Manages time and effort reporting and employee attendance.
