JOB TITLE: MTAPD Assistant Chief of Police (Internal Only)

SALARY: $211,000-$230,000

DEPT/DIV: MTA Police Department (Various)

SUPERVISOR: Chief of Operations

LOCATION: Various (locations within the MTA service area)

HOURS OF WORK: 8-hour shifts, 5 days per week with 2 consecutive rest days

Summary

The Department is seeking qualified employees who are interested in being considered for assignment to the rank of Assistant Chief.

Responsibilities

The position of Assistant Chief will supervise and/or oversee the proper performance of police duty from subordinate members assigned to the various branches of the department; prepare investigations and reports on police conditions and activities; perform all additional functions prescribed for the rank by relevant laws, rules, procedures, orders or directives of the department; perform administrative duties in the department offices and commands; and such other special assignments as directed by the Chief of Police.

The Assistant Chief is accountable for all matters within the assigned area of operations, including but not limited to supervision of subordinate ranks, administration, security, emergency calls, investigations, crowd control, critical incident management and any assistance as may be required by a police presence to assure a safe and secure environment for MTA customers and employees.

The Assistant Chief has a higher degree of accountability than the subordinate rank of Deputy Chief based on factors such as, but not limited to, the degree of responsibility, sensitivity of assignment, and/or number of personnel supervised.

Generally, responsibilities include, but are not limited to:

  • Supervise, direct, and oversee police operations within their assigned area of responsibility, generally a Bureau or Office.
  • Be accountable to ensure that members of their staff are fully trained in all laws and amendments to those laws that exist in the Bureau, Office, or service area in which they are assigned.
  • Depending on assignment, allocate and review work of administrative staff.
  • Accountable to respond to major incidents and emergencies on a 24-hour/7-day basis.
  • Schedule, prepare, and (when appropriate) perform departmental training sessions.
  • Interpret regulations, ordinances, laws, and codes for their staff.
  • Evaluate and develop strategies tailored to their specific area of responsibility to reduce crime and provide an overall sense of security to customers and employees within the MTA system.
  • Develop a close working relationship with associate law enforcement agencies and MTA agencies to provide the highest degree of police services on a regular basis and to plan coordinated response to critical incidents.
  • Establish close working relationships with community officials in their assigned area, to maintain the level of trust and understanding necessary to effectively perform MTA Police services for the benefit of all involved.
  • Interact with subordinates to confirm that the policies and philosophy of the Chief of Police are clearly understood and adhered to.
  • Be familiar with, and adhere to, the policies and procedures of the MTA where appropriate.
  • Keep their immediate supervisors fully aware of any issues that may impact the Department.

Perform police duties in a manner to support the MTA Police Department's vision, mission, and core values as outlined in the Department Manual.

Qualifications

  • Hold the current rank of Inspector or above in the MTA Police Department with over 15 years of combined police operations in the MTAPD and/or equivalent law enforcement agency, with experience as either:
    • The Commanding Officer of a Region or Division
    • The Commanding Officer or Executive Officer of a Bureau
  • A bachelor’s degree with major coursework in criminal justice, police science, public administration, or a related field. Master’s degree preferred.
  • Possess a valid driver's license.
  • Proven, thorough knowledge and understanding of principles of police administration, court rulings, and the ability to apply this knowledge to police operations within their Bureau.
  • A working knowledge of standard operating procedures of the MNR, LIRR, and Transit operations.
  • A basic understanding of police computer systems. Knowledge of NYS and CT Penal Law, Criminal Procedure, Family Court, Vehicle and Traffic Laws, Railroad Law, and local, county, town, and village ordinances of the district in which they are assigned.
