Job Description





This is administrative and managerial work in the direction of employees of the police department. The Deputy Chief serves under the direct supervision of the Chief of Police.

Work involves responsibility for the protection of lives and property in the city through general supervision and control of all police functions. Work involves ensuring the efficient operation of the police department through overall direction, coordination, and the appraisal of crime prevention and law enforcement programs.

Duties and Responsibilities

  • Plans, organizes, directs, and administratively reviews the activities of the Department at the direction of the Chief of Police
  • Acts as the Chief of Police in the Chief’s absence or when designated to do so by the Chief
  • Hears appeals and grievances regarding personnel issues for the Police Department prior to appeal to the City Manager’s Office
  • Directs activities and operations of line staff operations through subordinate command officers
  • Formulates policies and regulations governing the conduct of police operations in coordination with the Chief of Police. Reviews policies, procedures and regulations and initiates changes through input to the Chief of Police
  • Investigates and evaluates operational and administrative problems to ensure optimum effectiveness and efficiency
  • Acts as departmental spokesperson in absence of the Chief. Performs other administrative and law enforcement functions as directed by the Chief
  • Operates a law enforcement vehicle during both day and night under a variety of conditions
  • Communicates efficiently and coherently over law enforcement radio channels, with community members through community engagement efforts, and as directed by the Chief

Typical Qualifications

Education:

  • Graduation from an accredited college or university with a bachelor's degree in police science, criminal justice, public administration, or a related field
Experience:
  • Extensive and progressively responsible experience in police work, including considerable experience in police management and supervision
  • Must be the rank of Major within the Raleigh Police Department or Must have attained the sworn rank of Major (or equivalent) or higher at another law enforcement agency and able to serve as a sworn law enforcement officer pursuant to the NC Criminal Justice Education and Training Standards Commission requirements at the time of employment
Training:
  • Considerable training in police administration and management
Licensing and Certifications:
  • Certification as a law enforcement officer by the North Carolina Criminal Justice Education and Training Standards Commission or ability to become certified within twelve months of hiring
  • Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire

  • Lead departmental programs, including the proper allocation of personnel, financial and material resources for effective and efficient use
  • Establish and maintain cooperative working relationships with other city officials, state, federal, and local authorities, community groups, and the general public
  • Direct the preparation and presentation of oral and written material relating to the programs and activities of the department
  • React calmly and promptly in emergency situations and to make correct decisions in such cases
