As an Associate Personnel Analyst you will have the opportunity to:
- Review and analyze Requests for Personnel Action (RPA) package documentation which includes duty statements, organizational charts, justification memorandums, and other related documents in accordance with class specification, allocation guidelines, and the Department of Toxic Substances Control (DTSC) procedures to make determinations on requests to backfill vacancies, reclassify positions and time base changes
- Evaluate the proposed RPA package and either approve or disapprove and provide recommendations for possible alternatives to supervisors
- Communicate with hiring supervisors and/or personnel liaisons when revisions are necessary
- Assess the Department’s existing classifications and classification structure
- Provide technical guidance in analyzing and determining the application of alternate range criteria, leaves of absences, OOC claims, transfers, appointments, and salary setting for Career Executive Assignment (CEA) and Exempt employees including reinstatement rights
- Research, draft, and make recommendations on departmental human resources (HR) processes and procedures
- Strong analytical, verbal, and written communication skills
- Knowledge of principles and practices of position control management and the rules and regulations governing position control
- Ability to perform a variety of technical duties concerning position control tracking and management
- Ability to research, read, interpret, apply, and explain rules, regulations, policies, and procedures
- Ability to effectively analyze problems and gather, interpret, and evaluate information with a high degree of initiative, independence, and flexibility
- Ability to utilize computer equipment, software, and information systems in the performance of duties
- Ability to prepare clear, concise, and accurate spreadsheets and/or reports for submission to authorized requesting parties
- Ability to establish and maintain cooperative and effective working relationships with others
- Ability to organize and establish workload priorities and work well under pressure
- Ability to handle sensitive/confidential material and information
- Demonstrated ability to work both independently and collaboratively as part of a team, while assuming responsibility for decisions and actions
