Duties and Responsibilities:
1. Research Support:
- Assist in collecting and synthesizing information on direct admissions models in states with comparable characteristics to Hawai‘i.
- Support the analysis of governance structures (e.g., state-led, system-level, institution-specific) and their implications for Hawai‘i.
- Help compile profiles of key personnel and stakeholders involved in direct admissions initiatives in other states.
- Organize research findings and contribute to the development of summaries, visualizations, and reports.
- Support the identification of key components required for a sustainable and effective direct admissions model.
- Assist in defining terminology and compiling a working glossary of terms used across states.
- Identify if any programs also address/support student readiness and retention and what those models look like.
- Support the review of outreach and communications strategies used by other states to promote direct admissions to students and families.
- Help assess admissions portals and platforms for usability and functionality.
- Document how eligibility criteria are defined and where flexibility exists for admissions decisions.
- Contribute to in-depth reviews of target states including: Idaho, California State University System, Montana State University System and Oregon, Washington, Minnesota (cross-state initiatives). Additional states may be included as identified during the course of the project.
- Contribute to a comprehensive report on national models, best practices, and recommendations for Hawai‘i.
- Supporting materials to inform a data-sharing and systems integration framework.
- Draft content for an implementation roadmap for a direct admissions pilot plan.
- An enriched understanding of how educational policy and systems research support strategic enrollment management.
1. Possession of a baccalaureate degree in Education, Social Sciences, Communication, or related field and 0 years of progressively responsible professional experience with responsibilities for education administration or policy; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
2. Functional knowledge of principles, practices and techniques in the area of education administration or policy as demonstrated by knowledge, understanding and ability to apply concepts, terminology.
3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with education administration or policy.
4. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of education administration or policy.
5. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
7. Demonstrated ability to operate a personal computer and apply word processing software.
Desirable Qualifications:
1. Familiarity with qualitative research methods or education data systems.
