Job Objective & Safety/Security Sensitive Designation
JOB OBJECTIVE: To administer and plan the activities of the Community Development Block Grant (CDBG) designated for public services and other U.S. Department of Housing and Urban Development (HUD) related grants and other federal grant programs for the Department of Housing and Neighborhood Programs and ensures program activities are in compliance with the U.S. Department of Housing and Urban Development (HUD) and other applicable federal, state, and local regulations.
Essential Functions
- Administers and plans the activities of the Community Development Block Grant (CDBG) designated for public services and other U.S. Department of Housing and Urban Development (HUD) related grants and other federal grant programs for the Department of Housing and Neighborhood Programs and ensures program activities are in compliance with the U.S. Department of Housing and Urban Development (HUD) and other applicable federal, state, and local regulations.
- Compiles information and prepares tentative annual Federal program budget for assigned programs; monitors and approves assigned program expenditures; reviews and monitors expenditures to ensure budgeted amounts are not exceeded; reports any discrepancies to appropriate personnel.
- Reviews and assesses assigned HUD related program activities, recommends modifications to activities, actions, operations, and guidelines to ensure compliance with the federal Fair Housing Act and other applicable federal laws and regulations; answers questions, provides information and handles complaints related to the Fair Housing Act.
- Drafts public service agreements to ensure compliance with regulations and program guidelines; submits to the City Attorney’s Office for review.
- Compiles information and data and completes various reports required for federal reporting, to include the Economic Development, Services and Advocacy for GLBT Elders (SAGE), Annual Performance, HUD Environmental Review Online System (HEROS), Federal Funding Accountability and Transparency Act (FFATA), Subaward, Section 3, System for Award Management (SAM.GOV) and other related reports; submits reports to HUD in compliance with all applicable policies, procedures and requirements.
- Conducts an on-site environmental assessment and completes and enters environmental reviews in the HEROS system for community development and housing programs and projects; facilitates environmental assessments for outside organizations such as Continuum of Care and Metropolitan Housing Alliance for HUD funded projects to ensure the assessments are complete and accurate prior to the submission to HUD; conducts assessments for outside agencies as required.
- Assists with citizen participation planning in community development and housing programs; attends citizen group meetings to provide information and solicit support for programs.
- Coordinates activities with the Department of Public Works to implement public facility improvement projects by assisting with engineer and contractor selection, drafting contracts and relevant correspondence, and providing administrative oversight during project construction to ensure project is in compliance with the Davis Bacon Labor Standards and other federal grant requirements.
- Conducts research and surveys, collects information, and drafts position papers and correspondence in response to inquiries regarding community development and housing programs and policies.
- Monitors grant sub-recipients for various program requirements including income documentation, fiscal responsibility and procurement; reviews and audits files and records to ensure all appropriate documents required for the payment of invoices prior to the submission to HUD.
- Assigns, reviews, prioritizes and monitors the work activities of assigned personnel.
- Answers questions and provides information regarding various community development and housing programs.
- Supervises the procurement of equipment, supplies, and services for assigned CDBG and Housing Programs; approves requisitions in compliance with budget and procedural constraints.
- Establishes and maintains hard copy and computer files and records related to assigned Community Development Programs.
- Operates a computer, utilizing database, spreadsheet and word processing software in the performance of essential job functions.
- Operates a City pool automobile in the performance of essential job functions.
Minimum Qualifications, Additional Requirements and Supervisory Responsibilities
- Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.

Non-Uniformed NON-Union Eligible Full-Time Employees
Health Insurance (medical, dental, vision) - The City pays the eintire cost of employee only health insurance for the base plan. Higher levels of health coverage and dependent coverage is available at the employee's option; the City pays part of the cost of this additional coverage.
Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.
Accidental Death and Dismemberment (AD&D) – The City pays the total cost for employee AD&D. Amount of coverage is one times salary.
Long-Term Disability – The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.
Retirement – Our 401a pension plan requires contributions by both the City and the employee.
Paid Time Off
Paid Time Off (PTO) Leave may be used for vacation, personal illness, funeral Leave/attendance, illness of a family member or other personal business.
Generous leave accruals with carry over capability.
Short-Term Disability Leave
Short-Term Disability (STD) can be used for extended personal illness requiring the employee to be absent more than three (3) days (with acceptable medical documentation).
All full-time non-uniformed non-union eligible employees earn STD at the rate of six (6) days per year.
After five (5) years of service, an employee will receive 2% of the STD account (maximum 1,000 hours) per years of service, upon termination of employment.
Longevity
Longevity pay will be paid at the rate of $4 per month for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year thereafter.
