Digital Consultants seeks a Cybersecurity SME to support the Pacific Air Forces (PACAF) in sustaining and enhancing the cybersecurity posture of NIPRNet and SIPRNet enclaves across the command. The SME will provide Risk Management Framework (RMF), FISMA, and Assessment & Authorization (A&A) support and deliver technical mentorship to cyber forces. This position involves cybersecurity consulting, A&A documentation, inspection preparation, and coordination with mission owners and technical stakeholders throughout the PACAF Area of Responsibility (AOR).
Location: Joint Base Pearl Harbor-Hickam, HI
Duties to include:
- Provide expert RMF/FISMA compliance support, including artifact development and ATO sustainment.
- Conduct A&A validation and readiness assessments using DISA STIGs, NIST SP 800-53, and AF cybersecurity directives.
- Maintain A&A data across eMASS, ITIPS, GIAP, and SNAP platforms.
- Mentor and prepare PACAF Wings and NAFs for USCYBERCOM’s CORA and CCORI inspections.
- Lead CRR-M efforts to enhance cyber readiness and compliance posture.
- Provide recommendations for POAM development and risk mitigations.
- Collaborate with Wing ISSMs, Cybersecurity professionals, and MAJCOM staff.
Requirements
- Clearance: Active Top Secret (TS) with SCI eligibility
- Certifications: DoD 8140 certification OR DoD 8570.1-M IAT Level III (any one of the following):
- CISM, CISSO, CPTE, CySA+, FITSP-A, GCSA, CISA, CISSP, CISSP-ISSEP, GSLC, GSNA, or
- CASP+ CE, CISSP (or Associate), CISA, CCSP
- 2–3 years of experience:
- Executing Federal, National, DoD, USAF CIO, and U.S. State Department cybersecurity requirements
- Applying, assessing, and aadvising MAJCOM staff and Wings on cybersecurity
- Familiarity with Air Force Cyber architecture and PACAF-specific mission structures
- Travel required up to 40% of the time
- Proficiency in Microsoft Office Suite and SharePoint
RMF/FISMA/ATO Experience Requirements:
- 2–3 years of experience:
- Conducting RMF/FISMA/ATO Assessment & Authorization (A&A) activities
- Maintaining cybersecurity accreditations consistent with AF, DoD, and FISMA standards
- Using DISA CAP vehicles: SNAP, SGS, GIAP, CDS approvals
- Working with AF’s FISMA repository (ITIPS)
- Using A&A tools such as eMASS, AF PPSM, and AF Software Approval systems to generate:
- ATO (Authorization to Operate)
- ATC (Authority to Connect)
- IATC (Interim Authority to Connect)
CRR-M Requirements:
- 2–3 years of experience:
- Conducting Cyber Readiness Reviews and Mentorship (CRR-M) assessments for:
- NIPRNet and SIPRNet networks, enclaves, and systems
- Providing guidance and mitigation recommendations during pre-, post-, and during inspections
- In-depth experience with DISA STIGs and their by-products (e.g., scan artifacts, compliance reports)
- Conducting Cyber Readiness Reviews and Mentorship (CRR-M) assessments for:
CORA & CCORI Support Requirements:
- 2–3 years of experience:
- Conducting CORA and CCORI inspections
- Expertise with:
- CORA process vehicles
- CCORI tools (e.g., MADSS, ELICSAR)
- USCYBERCOM/DISA CORA Scoring Tools
- Use of Cyber Ready 365 (optional, but acceptable)
Preferred Qualifications:
- Bachelor’s degree in Cybersecurity
- Prior experience supporting Air Force MAJCOM or base-level cybersecurity programs.
