Savannah River National Laboratory (SRNL) is seeking a Deputy Facility Manager to join our ESH&Q organization. This position is responsible for the management and supervision of the Radiological Protection Program to include providing support and oversight for the assigned facilities operations group, ensuring the radiological health of all facility personnel, and ensuring all Federal, State, Company, and Site requirements regarding radiation exposure to facility personnel and the general public are followed.
Safety is a primary responsibility in each job performed. The Deputy Facility Manager will be responsible for the following:
- Obtaining safety training, obeying safety rules. and making safety an integral part of each task.
- This role will take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe conditions.
- Assist the RPD Facility manager in Managing, directing and integrating the facility's Radiation Protection Program by: coordinating with Area RPD Manager to establish expectations and ensure communications between RPD and the facility: resolving technical issues; managing the implementation of program improvements relative to employee performance through Conduct of Operations initiatives; and providing management oversight to ensure that RadCon and facility operations personnel are following the requirements of the Site's Radiological Control (5Q) Manual. Must possess a general knowledge of the facility and it's operations.
- Implement Site and DOE Level policies through formulation and implementation of facility-specific plans and procedures.
- Reviewing radiation protection policies to ensure the facility is in compliance with applicable regulations and that the facility's Radiation Protection Program is adequate to meet stringent external review criteria for start-up and operations.
- Meeting with other RPD Managers and providing advice on policy to establish facility program consistency and reviewing and assessing procedures and practices for technical accuracy.
- Responsible for ensuring facility is in full compliance with all Federal, State, Company, and Site requirements to maintain exposure to site personnel and the general public ALARA by: assuming ownership of the facility's Radiation Protection Program to include Operational Readiness Reviews (ORRs), facility start-up, occupational radiation exposure and contamination control; conducting management walk through and surveillance of areas of responsibilities to monitor and enforce standards; providing input to occurrence reports; and authoring formal responses to audits and surveillances.
- Represent RPD Department on Radiological Control and Health Physics issues externally and internally.
- Formulate and communicate Facility position to various oversight and planning groups.
- Matrix to Operations Facility Manager.
- Develop and implement the facility's business planning meetings with Facility Line Management.
- Upgrade the quality of the facility's Radiation Protection Program to include monitoring the conduct of training and qualification programs for Radiological Protection (RP) Inspectors and First Line Managers by: approving OJT qualification; reviewing and approving facility-specific radiological control training materials; participating in Training Review Committees as needed; identifying improvement opportunities; implementing Total Quality processes (task teams, committees, communications, recognition, etc.); and evaluating the facility's radiological events and communicating lessons learned.
- Provide management leadership to ensure a Safety and Total Quality Culture for the facility by: enforcing monthly safety meeting attendance and good work practices; emphasizing the importance of safety on and off the job; identifying improvement opportunities; and sponsoring Total Quality Processes (task teams, committees, etc.).
- Provide management , values, and objectives for the facility by: ensuring compliance with SRNL personnel policies; administering various employee Human Resource issues, including concerns, problems, and constructive discipline issues; and provide personnel and professional development support through training and counseling.

Bring assigned facility into full compliance with 10 CFR 835, and the DOE Radcon manual by complying with implementation plans, tracking progress, and providing interpretation and guidance. Use DOE RadCon Manual, SRS Radiological Control Manual, and industry best practices for guidance.
- Improve the Conduct of Radiological Operations by all facility radiological workers, including RPD personnel, by assisting in the evaluation and analysis of events to gain lessons learned and then communicate these lessons learned. Observe operations and examine practices to seek better, more efficient and consistent ways of doing business facility wide. Assess and monitor performance. Use the Conduct of Operations (2S) Manual, SRS Radiological Control Manual, procedures, and common sense for guidance.
- Coordination and strategic planning of resources expenditures by reviewing overtime costs, absenteeism, and facility organization distribution of people, establish controls on overtime, discipline for absentee offenders, and examine ways to transfer/eliminate some functions. Push for proper work planning/scheduling in the facilities RPD support.
- Improve industrial and radiological safety (industrial for RPD, radiological area wide) by: reviewing each facility RPD injury with Area Manager; coordinating the communication of lessons learned from other injuries/near misses; reviewing radiological events/incidences facility wide; provide input at critiques; identifying corrective actions for procedural/material deficiencies; and providing disciplinary actions for nonperformance where appropriate.
- Determine criteria for and the development of the facility's RPD long range planning functions to include: Five Year Operating Plan, Annual Operating Plan, Award Fee Deliverable Agreements, Area Training Plan, Personnel Resource Distribution, implementation of Change Order Requirements, and Internal Appraisal Plan. Recommend criteria for and the development of the assigned facility short fuse planning functions for the facility's support to include: start/restart activities, external oversight visits, short fuse VIP visits, corrective action activities, and the review periodically of assigned facility resources.
Minimum Qualifications:
- High School Diploma, GED, or other equivalent State Credential and 4-5 years of relevant experience.
- 1-2 years of relevant management experience
- For ability to obtain and maintain a security clearance, US Citizenship is Legally Required
Preferred Qualifications:
- College degree preferred.
- Radiological Protection Inspector or professional experience preferred.
- Working knowledge of radiation monitoring equipment and RP operating procedures.
