Wayne County is seeking a detail-oriented and highly motivated professional to join our team as a Deputy Purchasing Agent. DISTINGUISHING FEATURES OF THE CLASS:
The work involves responsibility for assisting the Purchasing Agent with purchasing tasks. This involves approving and processing requisitions for equipment, supplies, and services in accordance with New York State Laws and County policies. The incumbent assists the Purchasing Agent with the development and implementation of purchasing policies and controls by managing and updating a countywide purchasing system, preparing and reviewing bids, coordinating Requests for Proposals with department heads, and performing related purchasing duties. Work is performed under the general supervision of the Purchasing Agent with leeway allowed for the exercise of independent judgment within the limits of established laws and policies. The Deputy Purchasing Agent acts for and on behalf of the Purchasing Agent during the latter’s absence.
TYPICAL WORK ACTIVITIES:
- Assists the Purchasing Agent in all aspects of County procurement processes
- Acts on behalf of the Purchasing Agent in the latter’s absence;
- Solicits quotations and bids for supplies, materials, equipment, and services;
- Maintains a system for tracking purchase orders, vendors, and other pertinent information related to purchasing;
- Maintains contact with vendors by telephone, correspondence and the internet, may contact vendors for product options/discounts
- Corresponds with departments to understand departmental needs;
- Communicates with vendors, dealers, firms, or suppliers concerning materials, contracts, deliveries, inquiries, price quotations, complaints, substitutions, etc.;
- Keeps abreast of current price trends, market conditions, and new or improved items of material, supplies, and equipment;
- Receives, reviews, and approves purchase requisitions from county departments;
- Places legal ads, distributes bid packages to vendors, holds bid openings, analyzes bids, and makes recommendations for acceptance or rejection to the Board of Supervisors with approval of the Purchasing Agent;
- Uses computer applications or other automated systems such as spreadsheets, word-processing, calendar, email, and database software in performing work assignments
- Does related work as required
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in business administration, marketing, finance, business or public administration or a related field; OR
B. Graduation from a regionally accredited or New York State registered college with an associate's Degree in business administration, marketing, finance, business, or public administration, or a related field AND two (2) years full-time paid experience or its part-time equivalent, in the purchase or ordering of a variety of materials, supplies, or equipment for a public or private organization or business on a large scale; OR
C. Graduation from High School or possession of a high school equivalency diploma AND four (4) years of full-time paid experience or its part-time equivalent as described in (A) above; OR
D. An equivalent combination of training and experience as indicated in A, B and C above.
