Development Project Manager

Mass Development
$85,000 - $110,000 a year
Boston, Massachusetts
Full time

Who We Are: MassDevelopment, Massachusetts’ premier development finance agency and land bank, collaborates with businesses, nonprofits, financial institutions, and municipalities to catalyze economic growth across the Commonwealth. Our mission is anchored in three core pillars: driving business innovation, accelerating economic development, and empowering communities, and rooted in the principles of access, equity, and inclusion, we are committed to fostering a thriving, resilient economy. Our team is dedicated to equitable access to capital and creating economic opportunity for businesses of all sizes, especially those historically underserved by traditional financial systems. We foster a work environment that values diverse perspectives, encourages innovation, and celebrates our shared commitment to building a stronger Massachusetts.

MassDevelopment is seeking a dynamic and mission-driven Development Project Manager to join our high-performing Real Estate Division. In this role, you’ll manage projects through every phase of the development cycle, from visioning and strategy to implementation and closeout. You’ll collaborate with cities, towns, private developers, and internal teams to redevelop key sites across the Commonwealth. While current projects are focused in Central and Western Massachusetts, this is a statewide position that may include work in regions from the Berkshires to Cape Cod and the Islands.

This is a unique opportunity for a proactive, solutions-oriented project manager who thrives in multidisciplinary environments and wants to shape impactful real estate development across the state.

What You’ll Do

  • Lead and manage real estate development projects from acquisition through planning, permitting, construction, and disposition, including mixed-use, commercial, and historic redevelopment projects.
  • Coordinate the revitalization of land-banked and underutilized properties, working with local partners and internal teams to implement community-focused development strategies.
  • Prepare and manage RFIs, RFQs, and RFPs, along with project-specific land use plans, design guidelines, and marketing materials.
  • Oversee all due diligence activities, including environmental, engineering, and market feasibility studies, as well as appraisals and financial assessments.
  • Develop and manage project budgets and pro formas, including both capital and operating expenses, with an emphasis on financial feasibility and alignment with funding sources.
  • Engage and manage consultants for technical services such as reuse assessments, permitting, and market studies to support project advancement.
  • Present regular project updates to senior leadership, including the CEO and Board of Directors, through written materials and presentations.
  • Collaborate across departments to align real estate strategies with broader agency goals and initiatives.
  • Travel across Massachusetts as needed for site visits, meetings, and events, with occasional evening or weekend commitments.

What We’re Looking For

  • Bachelor’s degree in planning, public policy, real estate, business, finance, or a related field, or equivalent relevant experience.
  • At least 2 years of professional project management experience, preferably in real estate development, planning, construction, or finance.
  • Familiarity with zoning, permitting, land use planning, and development processes.
  • Strong analytical and problem-solving abilities, with experience in budgeting and financial review.
  • Proficiency in Microsoft Office, online databases, and project management tools (e.g., Smartsheet); experience with graphic or visual communication tools is a plus.
  • Excellent written and verbal communication skills, with the ability to engage and present to diverse stakeholders.
  • Demonstrated ability to manage multiple priorities in a fast-paced, collaborative environment.
  • Awareness of and sensitivity to diversity, equity, and inclusion in workplace and community contexts.
