Since 1993, The Pathfinder Network (TPN) has been providing justice-system impacted people and their families the tools and support they need to be safe and thrive in our communities. We serve individuals experiencing incarceration, those reentering the community, those on forms of community supervision, their families, and their children, both in the community at our Center for Family Success located in Multnomah County, within 11 of Oregon’s 14 corrections facilities, at the Marion County Transition Center and jail, and at Jackson County Community Justice and Transition Center. We develop and deliver a comprehensive scope of evidence-based, trauma-, gender- and culturally-responsive cognitive behavioral-based programs, including our proprietary, evidence-based curriculum Parenting Inside Out, which is the highest-rated parenting skills curriculum for parents involved with the criminal justice system. Our community programs feature holistic wraparound individual and group support and services. We serve an average of 3,000 people a year agency-wide.

The Director of Corrections Programs plays an integral role in ensuring The Pathfinder Network (TPN) programs are fully supported to deliver high-quality prevention and intervention services and support to adults, children, and families who are justice system-impacted. This position will manage the coordination and administration of all aspects of the Oregon Department of Corrections (ODOC) contracts and programming across multiple institutions statewide, in addition to providing overall operational oversight. The person in this role leads and assists in the planning, design, implementation, training, evaluation, innovation and growth of all corrections programs and serves on the programming leadership team. The Director ensures grant, contract, Oregon Administrative Rule, and program evaluation compliance, as well as promotes program delivery and fidelity using evidence-based practices.
This role supervises Program Managers and other administrative staff, as well as provides guidance and support in areas such as hiring, performance, and evaluation of personnel. The Director of Corrections Programs serves as a member of the Leadership Team and supports the mission of The Pathfinder Network, while acting as a liaison between staff, community partners, and the agency leadership team. The Director collaborates with members of the Program Support Team and other agency team members in an effort to realize Pathfinders’ strategic vision, PATHforward 2026.
Responsibilities
Staff Support, Training, and Supervision
- Provide leadership, mentorship, inspiration and direct support to managers, staff and interns with a culturally-responsive and trauma-responsive mindset. Be a champion and guardian of the agency culture and wellness.
- Recruit, interview, hire, onboard, train, and supervise management staff. Oversee the recruiting, interviewing, hiring, onboarding and evaluation, and performance support of programs personnel; to include administering corrective action when necessary.
- Conduct and support team meetings, temporary teams, work groups, etc.
- Work with the Training Department to ensure training, coaching, and support to staff. Support and fully engage in and participate in professional development efforts.
- Be a champion of the agencies Creating Regulation and Resilience communication model.
- Stay current on research and best practices in the field, and recommended practices for agency adoption.
- Model and inspire a high level of commitment, accountability, and performance for all TPN staff.
Administration of Programs
- Lead operation of all corrections programs, ensuring sound operational practices and successful delivery of quality services. Lead efforts to continuously improve, assess, and advance programs and develop and recommend program expansions, addressing participant needs.
- Develop, lead and manage the performance plan for corrections programs to include outputs, outcomes and impact. Evaluate programs and their performance and recommend redirection when necessary.
- Support and adhere to security and daily operational practices, procedures, and policies across program settings.
- Ensure contract and grant compliance and manage all corrections program contracts and grants in partnership with the Deputy Director and Executive Director.
- Prepare for and assist with contract negotiations. Develop and edit program plans, analyses, and proposals. Collaborate with ODOC Grant, Contract and Program Administrators.
- Conduct frequent program visits to include engagement with staff and institution and ODOC partners.
- Communicate contract and grant goals and performance to staff and motivate staff toward and increase ownership of shared goals. Work collaboratively with other TPN staff to address performance concerns and engage in team problem solving and solutions.
- Lead policy, practice and procedure development, review and revision efforts, and keep updated operational manuals. Complete annual policy review and recommend necessary changes.
- Lead expansion and growth efforts in partnership with the Executive Director and Leadership Team.
- Work with the Finance Department to manage all budgets for corrections programs.
- Facilitate internal evaluation and auditing efforts to ensure the efficiency and effectiveness of programming and services. Lead and assist with external program evaluations (Such as Correctional Program Checklist).
- Ensure completion and timely submission of tracking and billing, required reports, paperwork, and documentation. Perform grant and contract reporting for all corrections programs.
- Work in partnership with the Grants and Development Manager on fundraising and grant writing activities to secure funding for Corrections Programs.
- Other duties as assigned.
Partnership Building and Community Engagement
- Represent and promote TPN in the community and develop positive working relationships with contract/grant partners, other organizations and governmental entities. Develop and maintain collaborative relationships with agencies in the service delivery area.
- Coordinate and collaborate with local agencies to ensure adequate support to meet the needs of participants and the agency. Serve on necessary committees and participate in multi-disciplinary teams.
- Lead, oversee and participate in corrections programs outreach efforts. Serve as an advocate for the communities we serve and actively engage in efforts to advance our work and impact.
Agency Leadership
- Prepare for, attend, and participate in Leadership Team meetings and other meetings to work towards fulfilling agency mission, vision and values. Lead and serve on initiatives, temporary teams and work groups.
- Collaborate with agency staff and stakeholders to carry out the mission of TPN.
- Represent the agency positively and build relationships with stakeholders and the communities we serve.
- Model and drive a culture of accountability and support, in alignment with the Two Accountabilities.
- Support agency growth and sustainability and model the values and mission of TPN.
Participation in Shared Leadership (=5% of your time)
- Be a champion in the shaping and sustaining of a diverse, equitable, inclusive and just workplace, with a focus towards creating racial equity.
- Participate on cross-departmental teams or committees regarding organizational policies, processes and work environment
- Participate in Temporary Teams, Equity Team, Employee Resource Groups, and other teams
- Contribute individualized skills, knowledge, experience and expertise to help the agency reach its mission

Requirements
Experience and skills we are interested in:
- Master’s Degree in Criminal Justice, Psychology, Social Work, Human Resources, Public Administration, or other related field
- Five or more years program management and service delivery experience
- Four or more years’ experience supervising a diverse team
- Intermediate-level computer capabilities in use of databases, web-based environments, word processing, email, and spreadsheets
- Experience working with justice-involved populations
- Experience in a corrections or nonprofit setting
- Experience providing organizational leadership as part of an Executive Team
- Experience managing grants and contracts
- Must be at least 21 years of age to gain access to Correctional Facilities. As a requirement of TPN's contract with the Oregon Department of Corrections, all TPN employees who work inside DOC are required to meet DOC criteria for institution access. The following charges disqualify individuals from institution access: Misdemeanor conviction within the past 3 years or any felony conviction.
- Must possess a valid driver’s license and have access to a motor vehicle during work hours that is covered by adequate car insurance
OTHER INFORMATION
Working Conditions/Travel Requirements
At times, you may be working in a secured detention or correctional settings. You are responsible for adhering to all of the rules and protocols of the assigned correctional institution or facility. You will routinely use standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Substantial walking is possible as many correctional campuses are large.
The Pathfinder Network follows public health guidance for any public health emergencies and will remain in compliance with any vaccination or isolation requirements from partner agencies.
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel; and reach with hands and arms.
This is a full-time, exempt position. Typical days of work are Monday through Friday; however, evening and weekend work is required. This position is remote with frequent travel and programming visits after the initial training period.
Frequent travel is required between TPN work locations across the state of Oregon, which may require an overnight stay and can be without advance notice.

Compensation and Benefits: This is an exempt, full-time position. The hiring rate for this position is $83,158 - $85,653 per year, DOE. Salary offers are determined in conjunction with an internal pay equity assessment.
