Summary
The Arkansas Department of Energy and Environment (E&E) Compliance Analyst is responsible for coordinating the compliance activities for specific programs of E&E. This position is governed by state and federal laws and department policy.
Functions
Supervises a small technical and administrative support staff by interviewing and recommending for hire, assigning and reviewing work, training new employees, and evaluating the performance of incumbents. Reviews case histories of permit owners presented by field personnel to determine appropriate type of enforcement actions. Prepares enforcement documents, such as Notice of Violation or Consent Administrative Order, to present to permit owner found in violation of state and federal regulations and assesses a monetary penalty for violations regarding environmental and community programs. Schedules and conducts informal meetings with permit owners found in violation and negotiates agreement to comply with regulations. Monitors compliance measures of permit owners by tracking activities on a calendar and noting permit owners progress toward full compliance. Provides technical assistance to permit holders and staff by answering questions, interpreting permit language, and coordinating activities and information with other state and federal agencies. Gathers information and prepares reports of division activities to provide information and maintain records. Performs other duties as assigned.

Knowledge of supervisory practices and procedures. Knowledge of state and federal laws and regulations governing pollution control. Knowledge of compliance practices and procedures. Ability to communicate information and provide technical assistance on pollution control rules and regulations. Ability to research, analyze, and evaluate information and prepare narrative reports. Ability to plan, organize, and oversee the work of subordinates. Ability to understand and interpret department policies and procedures and pollution control rules and regulations. Ability to update and maintain records.
Minimum Qualifications
The formal education equivalent of a bachelor’s degree in general business, public administration, natural sciences, or a related field, plus one year of experience in compliance inspections, investigations, or a related field. Additional requirements determined by the department for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
