Job Description
AECOM is seeking a motivated professional for the Office of the Deputy Assistant Secretary of the Navy (Energy) to support the development and execution of programs that enhance energy and water security across Navy and Marine Corps installations and assist in deploying programs focused on energy and water resiliency as well as cybersecurity. This role offers a unique opportunity to contribute to critical initiatives that safeguard mission readiness, promote innovation, and drive long-term sustainability for naval facilities.
THIS POSITION IS CONTINGENT
Position is under a non-personal services contract. Work will be performed remotely, or at the Pentagon, or at the Offices of Naval Facilities Engineering Systems Command, San Diego.
Responsibilities include but not limited to the following:
- Provide specialized technical and strategic support to the Office of the Deputy Assistant Secretary of the Navy for Energy (ODASN(E)) within ASN Energy, Installations, and Environment (EI&E). Develop policies, guidance, and legislative strategies to support resilience goals, including energy and water security, control system cybersecurity, environmental considerations, physical security, and network and data resilience.
- Align energy and water security strategies with Navy and Marine Corps training, testing, and mission objectives.
- Serve as a senior policy advisor providing expert guidance and senior level staff support to the System Commands (SYSCOMs), Chief of Naval Operations (CNO), Commandant of the Marine Corps (CMC), Fleets, and other Navy and Marine Corps commands.
- Provide executive-level support, including preparing senior leaders for public and congressional engagements
- Support compliance with legislative and regulatory frameworks related to energy and water resilience initiatives.

Qualifications
Minimum Requirements:
- Bachelor’s degree and 10 years experience supporting Department of Navy energy and water security at senior leadership level or demonstrated equivalency of experience and/or education, including 2 years of leadership.
- Experience with managing and implementing energy and water programs under United States Code Title 10, including 10 USC 2912, 2913 and 2916.
- Due to the nature of this work, US citizenship is required or U.S. permanent resident with minimum 3 years legal U.S. residency.
- As a condition of employment, candidates must pass a drug screening.
Preferred Qualifications:
- Advanced academic credentials in fields relevant to energy, water security, environmental policy, and strategic communications.
- Familiarity with NDAA, Executive Orders, and DoD financial management regulations.
- Strong analytical skills and ability to synthesize complex technical and policy information.
- Experience collaborating with multiple Navy and DoD entities and external partners.
- Experience in evaluating and mitigating risks associated with energy dependence and water resource challenges to support national security objectives.
- Demonstrated ability to assess and develop policies and strategies that support energy resilience and environmental readiness.
Additional Information
- Relocation assistance is not available for this role.
- Offered compensation will be based on location and individual qualifications. The expected range is $160,000.00 - $220,000.00.
