Frontier-Kemper, a Tutor Perini Company, is seeking a Environmental Professional (EP) to join our Kensico-Eastview Connection Tunnel Project in White Plains, New York.

Frontier-Kemper Constructors is the general contractor for the Kensico-Eastview Connection Tunnel Project. The scope of the approximately $1.1 billion contract entails the construction of a new deep rock tunnel between the Kensico Reservoir and the Catskill/Delaware Ultraviolet (CDUV) Light Disinfection Facility, both in Westchester County, New York. The new tunnel will provide an additional means of conveying water between the Kensico Reservoir and the CDUV Facility, enhancing operational resiliency and redundancy for New York City’s water supply system.

DESCRIPTION:

As a Environmental Professional (EP) at Frontier-Kemper, reporting to the Safety Manager, you will have the opportunity to play a key role in ensuring environmental compliance and oversight for construction activities. You will be responsible for assessing site conditions, managing environmental risks, and overseeing the implementation of environmental controls in accordance with project requirements and regulatory standards.

  • Provide environmental oversight and support for construction activities in accordance with contract requirements.

  • Develop, implement, and monitor environmental control plans for solid and hazardous waste, stormwater, and soil management.

  • Oversee the proper management, handling, and disposal of hazardous materials and universal waste.

  • Coordinate spill prevention, control, and countermeasure (SPCC) plans for petroleum and chemical bulk storage and used oil management.

  • Support and monitor environmental remediation efforts, including asbestos, lead, mercury, and PCB abatement activities.

  • Ensure compliance with applicable environmental permits and regulatory requirements.

  • Prepare and review soil sampling plans and provide soil classification determinations, where required.

  • Act as the Qualified Environmental Professional (QEP) in accordance with NYSDEC standards, if required for project activities.

  • Collaborate with construction and project management teams to address environmental challenges and maintain compliance throughout the project lifecycle.

REQUIREMENTS:

  • Bachelor’s degree in Environmental Science, Environmental Engineering, or a related scientific or engineering discipline.

  • Minimum of 10 years of documented environmental field, management, and/or engineering experience specific to construction environments.

  • Strong working knowledge of:

    • Solid and hazardous waste management and disposal

    • Hazardous materials handling and universal waste protocols

    • Petroleum and chemical bulk storage regulations

    • Spill prevention and response planning

    • Remediation practices for asbestos, lead, mercury, and PCBs

    • Stormwater management and soil erosion controls

    • Environmental permitting processes and regulatory compliance

  • Experience preparing and implementing environmental plans and procedures for complex construction projects.

  • Must meet the NYSDEC definition of a Qualified Environmental Professional (QEP) if required by the project.

  • Excellent communication, organizational, and reporting skills.
