This is an Exempt Managerial position in accordance with N.C.G.S. 126-5, serving as the Agency Human Resources Director for the North Carolina State Highway Patrol.

The Human Resources Director is responsible for leading and directing a comprehensive and integrated Human Resources program for the N.C. State Highway Patrol, providing agency-wide leadership in all areas of effective HR management. This position is responsible for providing leadership and supervision to HR staff in all program areas. The Human Resources Director collaborates with the Office of State Human Resources to manage state policies and procedures and implement statewide efforts within the agency. The position is responsible for developing, implementing, interpreting, consulting, advising, and guiding managers, supervisors, and employees regarding a broad spectrum of human resources policies and procedures. The position collaborates with all divisions and sections, communicating with individuals from diverse backgrounds and experiences. The position also serves on the department’s senior management team, providing HR advice and consultation to enhance departmental services and efficiencies.

About the Division:

The Human Resources Office provides comprehensive human resources services to all divisions throughout the agency. Core services include policy administration, employee relations, staff development, benefits, classification and compensation, organizational design, recruitment and retention, salary administration, diversity and inclusion, performance management, and safety and wellness. The HR Office supports the mission of the State Highway Patrol by providing policy interpretation, processes, and staff development opportunities in all aspects of HR. The HR Office strives to create efficient methods to enhance the services and benefits available to State Highway Patrol employees.

The Mission of the North Carolina State Highway Patrol is to ensure safe, efficient transportation on our streets and highways, reduce crime, protect against terrorism, and respond to natural and manmade disasters. This mission will be accomplished in partnership with all levels of government and the citizens of North Carolina, through quality law enforcement services based upon high ethical, professional, and legal standards.


Knowledge, Skills and Abilities / Competencies

  • Demonstrated experience interpreting and applying federal and state human resources laws, regulations, and policies.
  • Demonstrated experience evaluating trend analyses and developing strategic solutions.
  • Demonstrated experience managing employees and related HR program areas.
  • Demonstrated experience supporting and/or leading organizational change, driving process improvements, and fostering a culture of innovation.

Minimum Education and Experience Requirements

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution, and at least 6 years of experience in human resources, including 4 years of experience in an HR leadership position; or equivalent combination of education and experience.
