POSITION GENERAL SUMMARY
Lead and manage the coordination of MAHB strategic Government affairs by overseeing the preparation of executive-level submissions, reports, briefing materials and official communications for engagements with Federal and State Governments. The role serves as the Division’s focal point for Government-related coordination, executive reporting and stakeholder intelligence, ensuring consistent, timely and high-quality support to Senior Management, Shareholders and Government stakeholders while advancing MAHB corporate objectives and strategic interests.
ESSENTIAL POSITION FUNCTIONS
1. Government Affairs Coordination & Interface Management
- Acts as the central coordination point within the General Manager's office for all MAHB interactions with Federal and State Governments, ensuring structured, consistent and timely engagement across ministries, agencies and key government platforms. This includes coordinating responses, aligning internal inputs, and managing official government-facing processes.
2. Executive Submissions & Strategic Briefing Preparation
- Leads the preparation of MAHB’s official submissions, briefing materials, presentations and supporting documents for high-level engagements, including Post Cabinet Meetings, MPT, Ministry of Transport engagements & KPI tracking sessions, Parliamentary Affairs and other formal government platforms.
3. Executive Reporting & Stakeholder Intelligence
- Leads the preparation of MAHB’s official submissions, briefing materials, presentations and supporting documents for high-level engagements, including Post Cabinet Meetings, MPT, Ministry of Transport engagements & KPI tracking sessions, Parliamentary Affairs and other formal government platforms.
4. Strategic Government Communications & Knowledge Management
- Oversees structured communication to government stakeholders, including the monthly Connectivity e-Bulletin, while maintaining institutional records of engagements, decisions, commitments and follow-up actions to ensure continuity, transparency and organisational alignment.
5. Institutionalize rapid-response capabilities for federal and state engagements among others
- Facilitation for feedback & statistical data for Government and the Parliament.
- Lead proactive series of follow-up engagements with Parliamentary Committees and relevant Agencies.
- Preparation & Facilitation for Parliamentary Affairs (Dewan Rakyat & Dewan Negara) and State Legislative Assemblies.
- Lead and support MAHB's strategic coordination and readiness for national-level platforms, strategic forums and consultative councils
Key Challenges
- Reconciling extreme urgency of ad-hoc parliamentary and governmental directives with the fixed operational bandwidth of the SRRA division. Formulating rapid, zero-defect C-suite responses and executive submissions during active legislative sessions without possessing direct line authority over technical compliance data owners
- Arbitrating the inherent tension between external socio-economic mandates (e.g., Federal and State Government leadership) and MAHB’s rigid aviation regulatory frameworks.
- Delivering tactical stakeholder intelligence that protects the Group's commercial yield and governance boundaries without compromising vital diplomatic relationships.
Skills
- Strong understanding of the Federal and State Government ecosystem, governance structures and administrative processes.
- Demonstrated ability to build strategic relationships and engage effectively with senior government officials and diverse stakeholders.
- Sound knowledge of government protocols, official etiquette and stakeholder engagement practices.
- Strong analytical and critical thinking skills with the ability to assess complex issues and provide practical recommendations.
- Proven capability to manage multiple priorities and deliver quality outcomes under tight timelines.
Education
External
- Minimum Degree in Corporate Communication; Mass-Communication (Journalism/ Broadcasting), Business Administration, International Relations, Company Secretary, Law, Public Affairs or equivalent
- Master’s degree will be an added advantage.
