Job Summary

The Outdoor Recreation Planner Performs has an active role in designing the physical layout of recreation areas, ensuring the outdoor recreation needs of the community are met, and protecting the scenic, aesthetic, natural and cultural resources of recreation land. The position is under the direct supervision of the Parks, Cultural and Natural Resources Director, with considerable latitude allowed for independent judgment and initiative. The principal duties of the position are performed in a public building and in an outdoor environment.


Key Responsibilities

Recreation Development:

  • Plan, manage and attend public meetings and events as assigned
  • Identify and classify existing or potential outdoor recreation areas and cultural and natural resources of significance to Canyon County’s heritage
  • Coordinate and assist federal, state, local and private efforts to acquire and protect the outdoor recreation environments, cultural, and natural resources and provide outdoor recreation opportunities
  • Develop and review short- and long-range outdoor recreation plans to meet present and future needs of the population
  • Communicate verbally and in writing with other disciplines and partners to integrate team member contribution to overall planning process


Technical:

  • Write and implement grants
  • Prepare and maintain a variety of documents, correspondence, log sheets, department brochures, signs, publications and related documents


Other Duties:

  • Performs all work duties and activities in accordance county policies, procedures, and safety practices
  • Performs other related duties as required


Qualifications

Skills and Abilities

  • Principles that govern park operations and preservation
  • Recreation use concepts and theories associated with the planning process
  • Broad knowledge and ability to apply a specific discipline to the work of interdisciplinary teams, such as Archaeology, History, Forestry, Sociology, Wildlife Biology, Economics and Soil and water conservation
  • Working knowledge of cross-cultural values
  • Public speaking and presentation skills
  • Federal, state, county, and other applicable safety requirements and codes
  • Work cooperatively and constructively with fellow employees and members of the public to provide public service of the highest quality
  • Establish and maintain partnerships with community leaders, businesses, sports associations, educational groups, and local citizens
  • Operate standard office equipment and a personal computer using program applications
  • Perform multiple tasks simultaneously, including handling interruptions, and return to and complete tasks in a timely manner
  • Use logic and creative thought processes to develop solutions or address problems
  • Work in more than one departmental office location as needed including but not limited to Lake Lowell Office and Celebration Park


Education and Experience

  • Bachelor’s degree in outdoor recreation planning, or related field such as sociology, forestry, landscape architecture, economics, biological sciences, natural resource management and conservation, civil engineering, urban planning, or recreation or a related area preferred
  • Four years’ experience working in landscape or park maintenance and administration, including supervisory experience preferred
  • Applicants who qualify based on graduate work in related disciplines must have one or more courses in outdoor recreation or three years general experience, one of which demonstrates the ability to analyze problems, plan and organize work, and communicate effectively orally and in writing. This general experience also must provide knowledge of the requirements and practices of outdoor recreation, planning, or natural resource utilization and conservation.
  • Any equivalent combination of experience and training may be considered


Special Qualifications

  • Idaho driver’s license
  • Successfully complete a background investigation
  • Availability to be on-call after regular work hours to respond to emergency situations

  • Sufficient personal mobility, strength, stamina, and agility, with or without reasonable accommodation, which permits the employee to perform maintenance duties, stand for long periods of time, lift to 50 pounds, and work in an office and park environment
