Job Summary
The Office of the Chief Financial Officer has an exciting opportunity for a Program Analyst IV to join the ERP team. As a member of our team, you will provide creativity and strategy for the development of business process and systems solutions associated with the Oracle ERP. As part of a high-performance team, you will have the opportunity to work in a collaborative environment with other Program Analysts and cross-functional teams to analyze the needs of the Office of CFO and other departments and determine how best to provide solutions to support their everyday business processes. Our ERP system is used by a wide cross-section of customers, so the individual filling this position needs to be creative, flexible, and willing to work on multiple tasks with challenging deadlines. The successful candidate will also be passionate about customer service. The candidate will build customer relationships through active listening and frequent communication with customers and by resolving incidents and requests, following up with customers on incidents escalated to other support groups.

Essential Duties and Responsibilities (may perform other duties as assigned)
- Work includes assignments with ERP system and other platforms, multiple integrations, and cross-functional assignments.
- Participates in strategic planning and setting of technical direction for the department. Makes independent decisions that impact operations. Relies on experience and judgment to plan and accomplish assigned tasks and roles.
- Assignments require originality, ingenuity, assessment of unusual circumstances, and variation in approaches used, use of different and unrelated processes and methods.
- Works on more than one task at a time and manages work effectively by prioritizing own assignments, schedules, and meetings resulting in timely completion of work.
- Proactively anticipates and resolve problems and creates conditions and processes to support change.
- Demonstrates proficient knowledge of principles, practices, standards, technologies, and procedures. Comprehends and distills issues, identifies problem factors, determines appropriate information, checks assumptions against facts, and generates solutions.
- Promotes cooperation and effectively manages relationships. Resolves problems and seeks assistance only after own attempts have not succeeded. Generally, works independently, requiring limited direction from more senior staff or management.
- Sets/makes recommendations for best practices for information gathering.
- Defines and asks questions to elicit information.
- Leads cross-functional meetings within and outside of OCFO-ERP, including business process definition meetings.
- Provide recommendations and provide updates to methodologies/standards
- Select and promote/lead others in, the use of methodologies/standards.
- Intermediate project manager skills. Can effectively manage projects with 501-1000 hrs. estimated effort. Role responsibilities should be reduced to allow for sufficient time/focus on project management tasks.
- Takes action to ensure overall success of the project. Proactively acts if a project is at risk of failure.
Minimum Qualifications
Qualifications (required):
- Bachelor's degree in an information technology or related field, and/or equivalent combination of education, certification, and experience.
- Minimum of five years of demonstrated experience in business process and systems support, which includes business systems analysis, design, and system testing.
- Demonstrated skills in gathering, translating, documenting, and prioritizing customer requested requirements.
- Experience in facilitating meetings and proficient in written communication skills.
- Demonstrated skill in data analysis and process modelling tools and techniques
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Qualifications (preferred):
- Demonstrated proficiency with Oracle Fusion Cloud ERP functionality, setup and configuration.
- Demonstrated experience with iterative development methodology.
- Demonstrated understanding of finance or procurement processes in a state and local government environment
- Demonstrated ability to learn and support multiple business processes in a timely manner.
- Demonstrated ability to consult with customers and/or business offices.
- Experience with Oracle reporting
