As a Project Manager for HR Special Projects your primary responsibility will be to lead projects and programs from a few months of effort to multi-year programs with many project managers managing delivery, scheduling, budgeting, issue management and documentation. The project manager is currently responsible for managing, leading, and implementing electronic timekeeping. Reporting to the Director of Human Resources, the person in this role will support the Office of Human Resources objectives to support strategic HR initiatives citywide.

Essential Job Functions

  • Manages the overall conversion and implementation of electronic timekeeping software; develops project timelines, priorities, schedules, and deadlines to achieve project goals.
  • Creates, maintains, and refines detailed project plans, ensuring the involvement of appropriate stakeholders to achieve an effective and efficient workflow and process.
  • Develops, assigns, and monitors appropriate project roles and responsibilities.
  • Monitors and tracks project status, deadlines, and performance using appropriate automated tool, to ensure the project's timely completion.
  • Allocates and/or monitors project funds within the approved budget. Prepares budget status reports as required.
  • Consults with the Vendor, Human Resources Director, Finance Director, Purchasing, and IT staff, on matters relating to data conversion, workflows, work processes, training, data security levels, public access, reporting needs, scheduling phases of work and evaluating successful completion, insuring quality control, monitoring testing, overseeing deployment and eventually closing out the project.
  • Works closely with technical and programming staff in the IT Department on various conversion and implementation processes and issues; serves as liaison between appropriate stakeholders.
  • Makes oral and written presentations on the status of the project and other matters to the Human Resources Department, Finance Department, and associated stakeholders.
  • Verifies data conversions for accuracy and integrity through testing and observation; ensures quality and consistency of database information.
  • Resolves problems and conflicts or recommends possible solutions for problems that exceed his/her level of responsibility.
  • Meets with appropriate personnel for periodic reviews of prototypes and final product.
  • Provides or supervises the provision of training to end users.
  • Ensures that technical manuals, protocols, and guidance are provided during implementation for proper documentation of processes, workflows, and system usage.
  • Utilizes strong interpersonal and change management skills to ensure product acceptance and maximum efficiency.
  • Ensures appropriate project closure by conducting post-implementation evaluations and providing feedback to the Department/Division Heads and other appropriate stakeholders.
  • Develops excellent working relationships with associated personnel.
  • Lead cross-functional initiatives to improve and streamline HR business processes and workflows, driving increased efficiency and consistency across the Office of Human Resources and organization-wide.
  • Ensure alignment of HR initiatives with the City Strategic Plan (GPS), fostering strategic driven outcomes that support organization-wide goals.
  • Interacts and communicates with department heads, City executives, other City staff and the public on a routine basis; demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
  • Coordinates preparation of regular and special projects with department heads and co-workers.
  • Develops and conducts surveys, collects information on operational and administrative problems, analyzes research findings, and recommends practical solutions.
  • Compiles and analyzes data in order to prepare various monthly, quarterly and annual correspondence and special reports.
  • Lead and deliver Programs and projects of all sizes with minimal direction using both traditional and Agile (Scrum) methods and artifacts.
  • Lead Implementation of both custom developed and third party solutions and integrations.
  • Effectively work with all levels of the matrixed organization across internal and external partners.
  • Gain a clear understanding of business needs, translate these into actionable user stories and prioritize with the business and IT stakeholders.
  • Track, manage and resolve impediments.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in Public Administration, Business Administration, Project Management or related field; with three years of experience in project management or HR Management; or any equivalent combination of education, training, and experience.
  • A valid driver's license is desired.

Must possess and maintain a valid state driver's license with an acceptable driving history.

Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.
