Position Description



What you will do at Harris County Precinct 2
Under direct supervision of the Senior Director of Public Works, develops project strategies for infrastructure related projects and operations. Support projects under construction in the field, and resolve problems between constituents, inspectors, contractors, architect, landscape architects and engineers.

Duties and Responsibilities:
  • Establish project objectives, policies, and procedures within Harris county specifications; Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; and assists in directing the implementation of changes
  • Manage asphalt rehabilitation program; BS2N BetterStreets2Neighborhoods; evaluate roadway history, obtain and review soil testing and recommendation for construction methods
  • Ensuring customer service-oriented delivery of the maintenance activities of the division in an efficient and effective manner. Assists in developing customer service feedback and continuous responsiveness to objectives. Ensures customer questions and concerns are addressed in a timely manner. Assists Director with responding to the most complex customer issues.
  • Inspects work in progress for compliance with all applicable policies, procedures, laws and regulations, and standards of quality and safety; approves payments upon completion; exercises the authority to stop work on projects as needed; ensures the maintenance and repairs of County owned vehicles, heavy equipment and any other equipment assigned to the Department; ensures the maintenance of the departmental inventory.
  • Collaborate with Road and Bridge Camp Superintendents to identify and categorize asphalt roadways for scheduled maintenance
  • Perform professional budget activities within the departments operations and capital project budgets
  • Manages all natural or man-made disasters, coordinates documentation, work schedules, coordination with all Harris County Departments. Operates as a liaison with other departments and outside agencies
  • Conduct internal audits for the purpose of ensuring program operations are within and in accordance to fiscal practices of the Precinct

Requirements

Education:
  • Bachelor’s degree from an accredited college or university in related field of study
Experience:
  • Three (3) years' progressively responsible experience in a comparable Public Works field
  • One (1) year supervisory experience
  • Experience leading and/or collaborating with project and/or engineering teams

Comparable combination of education, training and/or experience may substitute on a year-for-year basis

Licensure:
  • Valid Class C Texas driver's license and a good driving record

Knowledge, Skills, and Abilities:

  • Proficient ability to multi-task and effectively execute a range of precinct objectives and projects
  • Work in a cooperative manner to achieve goals set by the Director
  • Knowledge of computers and related equipment, hardware and software with the ability to train others in system usage
  • Ability to problem solve and multi-task
  • Strong written and verbal communication skills
  • Ability to work well with all levels of management, staff, and other departments, as well as a diverse group of constituents
  • Excellent time management skills and ability to prioritize work
  • Maintain a professional appearance and demeanor at all times
  • Maintain discretion and confidentiality

General Information

Position Type and Typical Hours of Work:
  • Regualar - Full-time | Position, requiring the employee to work 40 hours per week. This may include weekends and holidays.

  • Hours may vary based on business needs of the department and some weekend, evening hours or holidays may be required during special events. Situations may require additional hours without prior notice. Required to work on-site during an emergency event. Required to work on-site during an emergency event.

Work Environment and Physical Demands:
  • This position operates in both outdoor and office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers and filing cabinets. Noise level in the work environment is usually average. Field trips to active construction sites involving pervasive hazards associated with heavy equipment and tool operations; speeding traffic; loud and constant noise; and regular exposure to chemicals, dust, fumes, and combustible materials. Some working conditions require special precautions and the use of protective gear (e.g., hard hats, respirator masks, gloves, etc.).
  • This is a sedentary role which requires exerting up to 25 pounds of force occasionally. Physical ability to sit, walk, lift, bend, climb ladders and stairs or stand for an extended period of time. Work in inclement weather as required.

Employment may be contingent on passing a drug screen and meeting other standards.
