General Description
The Railroad Commission of Texas has direct oversight of approximately 224,067 miles of intra-state pipeline. The Pipeline Safety Department in the Oversight and Safety Division is seeking a Compliance Analyst to perform routine to moderately complex compliance, technical, and professional administrative support in the Commission’s statewide Pipeline Safety Program. Work involves reviewing reports submitted through the Texas Damage Reporting Form (TDRF) online system, reviewing pipeline permit applications, composing violation correspondence; replying verbally and in writing to regulatory inquiries from the public and regulated industry; assisting with stakeholder educational outreach; establishing work goals, following guidelines; and prioritizing assignments to meet workload performance standards.
Work is performed under the general supervision of the Pipeline Safety Support Manager, with limited latitude for the use of initiative and independent judgment.

Essential Job Duties
- Receives and reviews permit applications, revisions, and renewals.
- Maintains records associated with license permit applications and fee payments and completes necessary forms to approve or deny pipeline permits.
- Provides administrative and technical assistance related to pipeline permitting and damage prevention for the public, agency staff, and government and elected officials; answers questions and explains permit regulations; and provides information regarding permit processing, policies, and procedures.
- Ensures workflow is maintained to meet performance measures.
- Reply to compliance inquires, by the public and the regulated community, verbally and in writing.
- Collect and organize pipeline permitting statistical data.
- May train others
- Reviews and processes to completion a high volume of excavation damage reports submitted by pipeline operators and excavators.
- Maintains detailed updates to online databases.
- Compose enforcement correspondence and oversee preparation of agreed order penalty filings for Commissioner’s conferences.
- Completes web-based data collection, query, and analysis.
- Maintains high attention to detail while working on multiple reports and inquiries.
- Travel, including overnight and/or weekends, may be required for training purposes and to present educational materials to a regulated industry
- Performs related work as assigned.

Qualifications
Minimum Qualifications
- Experience in research, compliance analysis or monitoring, legal analysis, and/or auditing work.
- Graduation from an accredited four-year college or university.
- Experience with complex compliance reviews.
- Experience educating the public on applicable state regulations.
- Ability to work the schedule of Monday to Friday, 8:00 a.m. to 5:00 p.m.
- Experience and education may be substituted for one another.
Preferred Qualifications
- Experience in oil, gas, or pipeline regulatory functions.
- Knowledge of the Railroad Commission's rules, policies, and procedures
- One to two years of experience implementing technical and administrative procedures, rules, regulations, policies, and enforcement guidelines.
- Ability to communicate effectively (oral/written), to analyze data, and to prioritize workload.
Knowledge, Skills, and Abilities

- Ability to respond to high pressure situations and meet changing demands and timelines.
- Ability to learn regulations and standards.

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
