Position Description: SUMMARY: Supervises case management staff in planning and implementing casework, assessment, and treatment services for children in foster care and their families in a specialized, sibling foster care program. Ensures quality and accuracy of record keeping and services provided to families. Manages provision of direct services to foster children and their families. Coordinates placement of children in foster home and assigns cases to staff. Oversees documentation of services.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  • Directly supervises all aspects of the work of Case Managers and Family Advocates with children and their families. Develops and implements a social service continuum directed at the needs of disadvantaged families to promote independence and family unification.
  • Coordinates placement of children in foster homes and assigns caseloads and related duties to staff.
  • activities of staff in providing case management and family advocate services to assist clients with problems that are emergency or crisis in nature.
  • Meets all timeframes for safety plan development, family assessment, and case plan creation.
  • Ensures that family team meetings occur in accordance with agency policy and to meet the needs of families.

  • Assures agency compliance with State regulations, COA regulation and NTF policies.
  • Provide supervision through individual meetings and group conferences. Assists staff in analyzing problems and in improving diagnostic and case management skills. Responsible for training new Case Manager and Family Advocate staff.
  • Reviews care records and evaluates performance of staff members and recommends indicated action.
  • Participates in the development and implementation of agency administrative policy.
  • Provides leadership and guidance to staff in keeping with the programs mission and in keeping with State best practice for foster care.
  • Assists with other areas of program development and management as requested.
  • Ensures maintenance of all case records, reports and case files on children and families.
SUPERVISORY RESPONSIBILITIES: Directly supervises the activities of Case Managers and Family Advocates. Provides guidance to Case Managers and Family Advocates to ensure training and compliance requirements for foster caregivers are met. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring and training employees, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE: Masters degree in social work or Masters in a related human services field, plus three (3) years related professional experience.

OTHER REQUIREMENTS:
  • Valid driver's license, appropriate insurance and reliable car.
  • Must submit to and pass a pre-employment drug test.
  • Must submit to and pass random drug tests during employment.
  • Must successfully pass all background screens as required by the State.
  • Must complete 24 hours of staff development annually.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.

CULTURAL COMPETENCY: Ability to relate, understand, accept and interact in a culturally sensitive manner.

LANGUAGE SKILLS: Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence,
and procedure manuals. Ability to effectively present information and respond to questions from groups of employees, managers, clients, and the general public.

MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
