GENERAL DESCRIPTION OF WORK:

Manages a broad range of activities related to the development and management of complex transit and transportation projects that are part of VIA’s Capital Improvement Plan, Strategic Long-Range Plan, and related initiatives. The primary function is to initiate, expedite, facilitate, monitor, and assist with capital improvement projects, mobility projects and serve as a link between the strategic planning department and the other VIA divisions and departments to advance the project development process for various projects. The work may include identifying project funding, development and monitoring of project budgets and schedules, and providing both internal and external briefings including to the VIA Board of Directors. Coordinates closely with all divisions and departments of VIA to achieve project goals and objectives through resource management and to facilitate project solutions.

ESSENTIAL FUNCTIONS:

Prepares and manages non-information technology related projects in VIA’s Capital Improvement Program (CIP)

Conducts feasibility studies of the Capital Projects to include program requirements, cost estimates, environmental documentation, and entitlement studies.

Coordinates with external consultants on completion of project work.

Develops, implements, and manages mobility projects.

Prepares project budgets and schedules as assigned.

Develops and reviews conceptual project/plan design, project definition/criteria, scheduling, conceptual cost, and scope of services for long-range planning efforts, including development and review of project options and recommendations base upon input of major stakeholders and the community input.

Develops and/or assists in creating RFPs and RFQs for work in the divison Service Planning Division.

Works with major institutional stakeholders, business and community leaders, and neighborhoods to advance planning studies and projects working to achieve consensus for recommendations that are cost-effective.

Develops and recommends innovative solutions for transportation strategies and programs.

Ensures that all planning activities comply with appropriate Federal and local regulations, policies, and procedures.

Performs technical reviews of projects and prepares reports, analysis, and correspondence.

Participate in presentations, formal and informal to Boards, staff, consultants, governmental agencies, and public.

This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.

EDUCATION AND EXPERIENCE:

Bachelor's or master’s degree in planning, policy, public administration, or a related field. Seven (7) years of increasingly responsible experience in project or program development, management, and oversight, experience, or related activities. This experience must include 3 years of experience in management of multi-disciplinary consultant teams related to Transportation projects.

PREFERRED QUALIFICATIONS:

Experience with major transportation studies, facility programming, capital improvement plans, or the development of projects that result in the construction of facilities.

Experience with the development of independent cost estimates and price negotiations for professional services and/or construction projects.

ADDITIONAL REQUIREMENTS:

Must be able to work with administrative direction only. Has responsibility for program and project results limited by company policy and budgets.

Must be capable of managing consultant-requested change requests.

Must be able to travel to sites to confer on necessary work.

Knowledge of the principles, practices, and techniques of capital project planning, development and analysis with the organization and ability to apply these to practical situations.

Must have the ability to meet and deal tactfully with the public and employees and maintain effective working relationships.

Must have good judgment and analytical skills.

Must be familiar with or willing to learn about the Federal New Starts processes

Must possess specific knowledge or be willing to learn about the of Federal and State procurement procedures.

Must have good mathematical, writing, and verbal communication skills and have the mental and physical ability to read and compose complex materials.

Must have above average computer skills.

Must know project management techniques and be able to perform scheduling and make timeline diagrams using PC software.

Must be able to create and interpret reports.

Must be able to conduct meetings and make oral presentations.

Must be able to attend meetings both on and off VIA property.

Must be a self-starting, honest, conscientious, and loyal individual.

Must be able to effectively communicate both orally and in writing with individuals at all organizational levels both inside and outside the company.

Must be able to maintain strict confidentiality of sensitive information (Labor/Management negotiations, etc.).

Must be about to perform complex work and make independent decisions.

Must be able to read and compose complex materials.

Must be able to operate a personal computer and basic office software.

Must have basic knowledge of applicable government regulations and federal, state and local laws pertaining to transportation issues.

Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:

Physical ability required to be mobile, bend, stoop, stand, reach and lift objects weighing 5-25 pounds such as files, supplies, equipment and large heavy reference manuals and books.

WORK ENVIRONMENTS:

Works in normal office environment.

Requires irregular hours.

Work requires off-site travel.
