Community Affairs, Section 8 Division

GENERAL DESCRIPTION:

Performs complex (journey-level) program administration and technical assistance work in the planning, developing, training and implementation of the Section 8 Housing Choice Voucher (HCV) Program. Work involves assisting in establishing program goals and objectives, guidelines, policies, and standard operating procedures. Assist with program staff, housing participants, property managers, and other stakeholders. Work is performed under the general supervision of the Section 8 Program Manager with moderate latitude for the use of initiative and independent judgment.

SPECIFIC JOB RESPONSIBILITIES:

  • Assists in the development of program goals, policies, and standard operating financial and program procedures.
  • Facilitates and mediates between clients and property owners as needed via virtual or in person meetings, telephone, e-mail, other written correspondence, and fax.
  • Creates and maintains client files and electronic records to insure accuracy in accordance with HUD regulations, federal privacy requirements, and agency policies and procedures. Compiles and organizes a combination of hard copy and electronic scanned documents for processing.
  • Maintains all records/files required to ensure the accurate processing of cases which includes adjusting tenant files as needed
  • Conducts phone interviews and verifies documentation supporting income and subsidy calculations. Enters contract data into the housing software database to generate required HUD forms, including HUD form 50058. Executes required Housing Assistance Payment (HAP) Contracts.
  • Participates in and may lead the orientation of tenants/applicants in briefing sessions preparing them for successful utilization of their HCV.
  • Conducts eligibility interviews of participants to determine tenant eligibility. Computes tenant rent/income accurately and prepares all materials necessary to maintain a timely recertification schedule.
  • Manages and processes renewals, interim rent adjustments, requests for tenancy approval for lease up, and zero income reviews. Notifies program participants and property owners of scheduled reexaminations.
  • Reviews documentation related to unit selection and approval, and may conduct required inspections utilizing HUD standards for the HCV Program.
  • Assists with and may lead facilitation and monitoring of portability of tenants to and from other PHAs in accordance with HUD voucher portability requirements.
  • Responds to public inquiries in a thorough and timely manner in accordance with standard operating procedures.
  • Performs related work as assigned.
  • Travel as required. Approximate travel is 25%.

Qualifications


EDUCATION/EXPERIENCE:

  • Graduation from an accredited four-year college or university in business practices, or equivalent work experience. One year of appropriate experience may be substituted for college on a year-for-year basis.
  • At least one year of experience with the Section 8 Housing Choice Voucher Program is required. Certification in Income, Rent, and Voucher program administration training required within 6-months of employment.
  • Should have considerable experience in office practices and administrative procedures in the specialized field in which the work is performed.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of Department program, policies, and procedures relating to the operation of the HCV Program.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of contracting regulations, policies, community resources and structures.
  • Ability to effectively organize and work under deadline pressures.
  • Ability to establish goals and objectives, to devise solutions to administrative problems.
  • Ability to develop and evaluate administrative policies and procedures.
  • Skill in the use of electronic data and word processing equipment and software.
  • Ability to establish effective working relationships with supervisor and co-workers, and to communicate effectively with the public both orally and in writing.
  • Must possess proficient knowledge and skill in the use of Microsoft Office including Word, Excel, PowerPoint, Outlook, and Access.

PHYSICAL REQUIREMENTS:

  • This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
  • The employee must be able to lift and/or carry up to 10 pounds. Must be able to push and/or pull up to 10 lbs

OTHER:

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
