DWC administers and operates the Texas workers’ compensation system. DWC regulates the workers’ compensation system, settles disputes, provides customer service, promotes workplace safety, and ensures compliance with state laws. Director III (Director of Operations)

This position performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning as the Director of Operations and reports directly to the Deputy Commissioner of Operations. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

This position:

·      Directs functions and activities in the program area, including staff.

·      Plans, develops, and approves schedules, priorities, and standards for achieving goals and directs evaluation activities.  

·      Plans, assigns, and supervises the work of others; performs and oversees administrative functions, such as hiring and evaluating employees. 

·      Collaborates with management to ensure goals and objectives are consistent with the agency’s strategic plan. 

·      Represents the agency at business meetings, conferences, hearings, trials, legislative sessions, and seminars or on boards, panels, and committees. 

·      Develops and implements techniques for evaluating program activities and operational projects, including contracting and travel, and identifies the need for changes and implements process improvement activities, including approval workflows.

·      Provides regular updates regarding activities, accomplishments, performance, strategies, issues, and operational functions.

·      Develops, reviews, and approves budgets and major expenditures; and ensures that the requirements of funding sources are met.

·       Develop policies, procedures, and guidelines; and implement and monitor compliance. 

·       Coordinates DWC-wide initiatives and activities, as well as agency-wide initiatives and activities with the Texas Department of Insurance.

·       Builds and maintains effective relationships with internal and external partners, including other state agencies, professional organizations, and stakeholders.

·       Drafts, reviews, edits, and approves management, productivity, and financial reports and studies for external audiences in a clear and comprehensive manner.

·         Writes and coordinates the completion of major agency projects and legislatively required reports.

·       Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.

·       Provides analysis and recommendations on complex policy issues, ensuring compliance with federal, state, and local regulations.

·       Maintains a current working knowledge of workers’ compensation statutes, rules, processes, and procedures.

·       Performs other duties as assigned.

 

Qualifications

 

This position requires: 

·      Graduation from an accredited college or university with a degree in business, public administration, management, government, communications, or in a field related to the position.

·      Five years as an executive in the administration of business or government, OR as a practicing attorney, OR as a certified public accountant. With two of those years in work experience related to the position to be held.

·       Regular work attendance.

·       Experience may substitute for education on a year-for-year basis.  Education may not substitute for the experience requirement

Preferences for this position include:

·         Experience with operational strategies.

·         Executive management experience.

·         Experience with project management.

This position requires demonstrated knowledge of:

·         State laws, rules, procedures, and regulations relevant to job requirements.

·         Principles and practices of public administration, management, and organizational behavior.

·         Management control and internal reporting techniques.

·         Business process re-engineering and agency-wide operations.

·         Budget planning and strategy.

·         Methodologies include operations, analysis, process development, and quality assurance for agency and division projects.

This position requires demonstrated skill in:

·         Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.

·         Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.

·         Strong organizational and project management skills.

·         Communicating complex information, both verbally and in writing, across a wide range of audiences.

·         Strong skills in writing and editing.

·         Maintaining a strong ethical environment.

·         Applying critical thinking to develop, monitor, and evaluate administrative policies and procedures.

·         Change management and managing complex, multi-year projects

·         Present complex data, policies, analyses, and recommendations in a clear and concise manner.

·         Exercise and apply sound judgment when making decisions.
