Job Summary:
We are seeking a skilled and experienced Transition Representative to play a crucial role in ensuring the seamless transition of healthcare and research lab facilities. In this position, you will advise and assist in meeting mission responsibilities, contribute to the development of transition policies, procedures, standards, and tools, and provide essential sustainment support to Military Treatment Facilities (MTFs).
You will be involved in all phases of the Facility Life Cycle Management (FLCM) activities, from initial requirement development and planning through design, construction, initial outfitting, transition, acceptance, closeout, and sustainment. Travel within the U.S. (CONUS) may be required.
Duties/ Responsibilities:
- Conduct on-site investigations at MTFs for Interior Design and Transition Services.
- Identify and develop comprehensive Transition Services requirements on behalf of the Project Sponsor.
- Evaluate current-state conditions against government Transition Services criteria.
- Develop and document end-state results and objectives that meet government Transition Services criteria.
- Determine the condition of existing Transition Services for reuse or new purchase.
- Quantify and locate Transition Services for new or renovated spaces.
- Review acquisition documents, including RFPs/SOWs for Design, Construction, and Initial Outfitting (IO) Contractors.
- Communicate required Transition Services deliverables during all project phases to ensure compliance with criteria and standards.
- Review Transition Services pre-design deliverables and Site Investigation Reports (SIRs), coordinating with project stakeholders.
- Review Transition Services design deliverables and coordinate documentation with project stakeholders.
- Review Transition Services preconstruction, construction, and initial outfitting deliverables (e.g., shop drawings, product literature, PRCs, cost estimates), coordinating with project stakeholders.
- Inspect reuse Furniture, Fixtures, and Equipment (FFE) and Low Voltage Systems (LVS) field conditions at project sites, coordinating documentation with project stakeholders.
- Review Transition Services closeout and warranty submittals as defined in the Transition Services specifications.
Skills and Experience:
- U.S Citizenship required
- Applicants must be able to obtain and maintain a Top Secret/SCI security clearance.
- Minimum of five (5) years of demonstrated experience in healthcare and research lab facility operations.
- Minimum of five (5) years of demonstrated experience defining and communicating Transition requirements, constraints, and objectives for design and construction across the entire project life cycle. This includes reading and reviewing Transition design documents, construction submittals, inspecting Transition supplier and installer work, and confirming Transition closeout submittal receipt.
- Minimum of five (5) years of demonstrated experience in developing and reviewing Transition requirements, including planning, design, construction, and outfitting deliverables.
- Experience reading and reviewing design documents (e.g., design analyses, plans, specifications, cost estimates).
- Experience reviewing construction documents (e.g., RFIs, ASIs, Shop Drawings, Product Literature).
- Knowledge of DoD Cybersecurity Policy and Criteria Development.
- Experience executing DoD military medical projects.
- Proficiency with Microsoft Office Suite.
- Experience with LogiCole database and running inventory reports.
- Experience coordinating Authority to Operate (ATO) documentation through Government approving officials.
Physical Requirements:
- Work is typically performed in an office or home office environment, requiring the ability to operate standard office equipment and keyboards.
- Ability to walk short distances.
- Ability to exert up to 15 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
- Repetitive motion, including substantial movements of the wrists, hands, and/or fingers.
- Close visual acuity for tasks such as preparing and analyzing data, transcribing, viewing a computer terminal, and extensive reading.
- Ability to work under potential danger, stress, physical hardships, and field living conditions associated with deployment. Employees must acknowledge in writing their understanding of these potential conditions if deployed in support of military operations.
