Your Role
The Healthcare Quality and Affordability Strategy, Planning, and Performance team works with business, operations, technology, and vendor partners to deliver measurable improvements in quality, affordability, compliance, and member and provider experience. The Business Analyst, Consultant will translate business needs into clear requirements, support intake and prioritization, analyze processes and data, and help ensure delivery team’s solutions are aligned with departmental goals and enterprise strategy.

Your Work
In this role, you will:
- Define business requirements and provide analysis to increase key performance indicators as defined by business case
- Help build business cases for new business initiatives (cost/benefit analysis)
- Elicit, document, and validate business requirements, user stories, acceptance criteria, process flows, and decision logic in partnership with Product Managers, Product Owners, operations, technology, and vendor teams
- Analyze current-state and future-state business processes to identify gaps, dependencies, risks, duplication of effort, and opportunities to improve operational efficiency
- Support intake, discovery, business case development, and prioritization activities by gathering stakeholder input, defining scope, and preparing analysis for leadership review
- Partner with Agile teams to refine backlogs, clarify requirements, support PI planning readiness, track dependencies, and ensure deliverables remain aligned to business outcomes
- Prepare executive-ready summaries, operational updates, requirements traceability, and decision materials that communicate progress, issues, impacts, and recommended next steps
- Provide highly complex analytical support through the analysis and interpretation of data in support of cross-functional business operations
Your Knowledge and Experience
- Bachelor’s degree or High School Diploma/GED and 4 years of additional relevant experience in lieu of a degree
- Requires at least 7 years of prior relevant experience
- Experience documenting business requirements, user stories, acceptance criteria, process flows, and business rules for complex cross-functional initiatives required
- Ability to define user experiences, journeys, and business process needs within business requirements to ensure solutions meet stakeholder, member, provider, and operational needs required
- Strong analytical, problem-solving, facilitation, and communication skills with the ability to translate complex business needs into clear, actionable requirements
- Experience working with Business Stakeholders, Executives, Product Managers, Product Owners, technology teams, operations partners, and vendors in an Agile delivery environment required
- Healthcare, health plan, quality, affordability, regulatory, provider, or member experience domain knowledge strongly preferred
- Experience with Jira, Confluence, Visio, PowerPoint, Excel, reporting dashboards, or other tools used to support requirements management, analysis, and stakeholder communication strongly preferred
- Experience using tools such as Lucid chart, Visio, or similar platforms to define user journeys, process flows, wireframes, and user experience requirements is strongly preferred
Hybrid
This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.
Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.
