About this Job
The Office of State Parks (OSP) serves the citizens of Louisiana and visitors by preserving and interpreting natural areas of unique or exceptional scenic value, planning, developing and operating sites that provide outdoor recreation opportunities in natural surroundings, preserving and interpreting historical and scientific sites of statewide importance and administering intergovernmental programs related to outdoor recreation and trails.This position is located at the State Parks Administrative Office in Baton Rouge, LA. The purpose of this position is to direct and administer the Division of Outdoor Recreation Program for the Office of State Parks, which includes research, grants administration, funding and development of outdoor recreation facilities. This position is the primary administrator of two Federal grant programs - the Land and Water Conservation Fund (LWCF), and Recreational Trails Program (RTP). These programs provide more than $1.5 million in Federal funds annually to Louisiana state agencies, political subdivisions, non-profit organizations, and individuals for acquisition of and/or development of outdoor recreation facilities for general public use.
Minimum Qualifications
Seven years of experience in landscape architecture, architecture, engineering, or interior design; OR
A bachelor's degree in landscape architecture, architecture, engineering, or interior design plus four years of experience in landscape architecture, architecture, engineering, or interior design; OR
A current Louisiana license in landscape architecture, architecture, engineering, or interior design plus four years of experience in landscape architecture, architecture, engineering, or interior design.

Job Duties and Other Information
Job Duties:
- Administers the Federal Land & Water Conservation Fund (LWCF) and Recreational Trails Program (RTP).
- Analyzes impact of federal, state, and local legislation on LWCF along with trail programs.
- Reviews, prepares, or directs preparation of comments on permit applications, environmental impact statements, and/or assessments with regard to actual or potential impacts to recreation services and activities.
- Formulates the Statewide Comprehensive Outdoor Recreation Assessment and Policy Plan.
- Formulates current and long-range programs, plans and policies for the Division of Outdoor Recreation and coordinates these activities with all other state and federal agencies with recreation related responsibilities.
- Serves on the National Association of State Outdoor Recreation Liaison Officers, coordinating and promoting cooperation among public and private sector agencies interested in rural economic and tourism related development of recreational facilities.
- Administers, directs, reviews, and approves plans for development projects to include the work of landscape architectural, engineering, and planning consultants as well as those under the direction of subordinates.
- Provides oversight and direct supervision over department design and architect consultants, or over project budgeting, design, construction, code compliance, etc.
- Prepares scopes of work and facility program information used to contract special planning and feasibility reports by consultants on Outdoor Recreation & Trail Grants Projects.
- Creates performance indicators in compliance with requirements of the Louisiana Performance Accountabity System.
- Formulates, reviews, and directs compliance policies and on-site inspections and assures that the 700+ ongoing projects funded statewide by grants are in compliance with federal and state policies, regulations, and laws.
- Directs preparation, monitoring, and disbursement of federal and state matching funds.
Position-Specific Details:
Location: State Parks Administrative Office in Baton Rouge, LA
Appointment Type: Probational, Promotion, or Detail to Special Duty
Work Schedule: The State Parks Administrative Office is open Monday-Friday, typical office hours are 8am-4:30pm. This position will work full-time hours, 40 hour work week. Schedule includes paid time off for state holidays.
Travel: Position requires occasional travel to state & local parks, recreation areas, historic sites, etc. statewide, as needed for meetings, training, etc. When travel is required, a state vehicle is provided for employee use while on duty.
