Fund Strategy Analytics Manager
Job description
The Fund Strategy & Analytics Manager supports a durable and sustainable operating model by connecting financial activity to research, academic, workforce, partnership, and other approved outcomes; developing repeatable dashboards and reporting practices; preserving institutional knowledge through organizational transitions; and identifying opportunities to improve the leverage and long-term value of university investments. The role is analytical and advisory and does not independently approve allocations, purchases, contracts, personnel actions, or expenditures for funded initiatives.

- Maintains an enterprise view of Cyber Resilience Fund allocations, commitments, expenditures, balances, execution timelines, and forecasts across funded initiatives. Reconciles available institutional data; identifies material variances, utilization trends, timing risks, recurring and nonrecurring commitments, and emerging resource pressures; and coordinates with responsible financial offices and funded initiatives to clarify data and support sound resource planning.
- Connects Fund investments to outputs and measurable outcomes using appropriate public-sector and academic measures. Develops return-on-investment, value-realization, cost-efficiency, trend, scenario, and variance analyses. Evaluates how investments contribute to research activity, external funding leverage, partnerships, workforce and educational outcomes, program reach, and other approved institutional priorities. Documents methodologies, assumptions, and data sources to support consistent reporting.
- Analyzes how Fund investments support research capacity, research personnel, proposal development, cost share, letters of support, project execution, infrastructure, and other research-enabling activities. Develops measures connecting institutional investment to research expenditures, proposal activity, external awards, partnerships, and other approved outcomes. Supports forecasting and scenario analysis that helps leadership understand recurring commitments, funding leverage, and opportunities to strengthen long-term institutional sustainability.
- Develops recurring and ad hoc dashboards, executive briefings, data calls, annual impact analyses, incentive-reporting support, and other authorized accountability products. Translates complex financial and performance information into clear, validated reporting for University leadership and approved external reporting processes. Maintains consistent definitions, data dictionaries, reporting calendars, and methodology documentation to improve continuity, audit readiness, and year-over-year comparability.
- Supports University-established frameworks for understanding administrative cost trends, service capacity, workload, process fragmentation, and the effects of disparate systems or manual workflows. Analyses may include institutionally approved staffing or support ratios and other efficiency measures intended to inform resource planning and process improvement. Coordinates analytically with Academic Affairs, central financial and research offices, and funded initiatives while maintaining appropriate separation of duties and without exercising operational authority over participating units.

Minimum Education & Experience
- Bachelor’s degree -OR- equivalent combination of related education and experience.
- 5+ years of related experience.
Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree.

- (d) Seven years of direct experience for a professional degree; or
- (e) Nine years of direct experience for a doctoral degree
- Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
- Minimum Qualifications that require a high school diploma are exempt from SB 1310.
