Manages IT projects using methods and practices based on appropriate directives and instructions and quality standards to plan, direct, and coordinate the selection, acquisition and implementation of advanced information systems.

Evaluates new and existing information technologies, processes, and software for application to the mission needs. Conducts feasibility and economic analyses of candidate technologies including cost estimates and options.

Provides senior level systems expertise responsible for the complete life cycle management of IT development, from feasibility analysis, system requirements collection and definition to testing, documentation and implementation.

Incumbent prepares plans, schedules, analyses, and system architecture, design and infrastructure documents. Provides policy guidance to customers by assessing policy needs and reviewing, revising and developing policies to govern IT activities.

Functions as an IT expert in support of missions, as a member of committees or working groups, or as a participant at conferences or meetings. Makes recommendations for information products or systems in order to to meet mission requirements.
