Job description

About the Position: This position is at Ice Harbor Lock and Dam. The Dam is operated by the US Army Corps of Engineers and is situated on the Snake River. The work duties will be performed inside and outside the hydroelectric (powerhouse) facility. This is a fast paced and multifaceted working environment.

Utilize knowledge of project programs to gather information, analyze data, and prepare reports, charts, and presentations.

Use advanced systems (e.g., CEFMS, DCPDS, AutoNOA, Microsoft Office suite) to streamline operations and ensure compliance with directives.

Interpret regulations, develop Standard Operating Procedures (SOPs), and guide staff on complex administrative procedures. Process personnel actions (RPAs/AutoNOA), recruitment packages, telework agreements, and performance awards.

In-process new employees and provide overviews of benefits (TSP, health, life insurance, retirement). Assist staff with personnel-related forms and coordinate with the Army Benefits Center (ABC).

Serve as the primary point of contact for payroll rules and regulations. Manage timekeeping records, troubleshoot attendance/leave issues, and ensure proper labor charge codes are applied using FEMS and CETALS.

Act as a Government Purchase Card (GPC) holder within micro-purchase thresholds. Prepare purchase requests, enter receiving reports, and reconcile statements using CEFMS and FEM.

Process TDY, local travel, and invitational orders/vouchers in compliance with Joint Travel Regulations (JTR) and district policies.

Track recordable injuries (OSHA/eComp), create safety meeting minutes, perform receptionist duties, distribute mail, and maintain official files.
