REGIONAL PROPERTY MANAGER - $5,000 Sign on Bonus
VOA Michigan (VOAMI)
Lead, plan, direct, and supervise the day-to-day activities of multiple apartment communities, management operations, and staff, ensuring consistency and alignment with organizational goals, financial objectives, regulatory requirements, property standards, and the mission of VOA Michigan.
The Regional Property Manager is responsible for providing leadership and oversight to an assigned portfolio of communities and ensuring that properties achieve established standards for occupancy, financial performance, compliance, physical condition, resident satisfaction and overall operational performance.
ESSENTIAL JOB FUNCTIONS
Lead, Plan and Supervise
Administration
- Promote Volunteers of America Michigan philosophy and mission through personal attitudes, actions, and behaviors.
- Lead properties and staff, promote improvement and expansion.
- Represent the agency and property at designated meetings and other functions.
- Handle and resolve emergencies that may arise.
- Communicate problems and make recommendations to the Vice President of Housing.
- Interview and hire property staff as needed.
- Maintain staff development and team unity.
- Educate staff on policy changes, including internal, federal, state, and local requirements.
- Ensure property and resident compliance.
- Identify initiatives and implement action plans that benefit the communities.
- Act as Assistant Fair Housing and Section 504 Coordinator for VOAMI to assure compliance with Federal, State, and Local Laws/Codes.
- Assure that VOA and VOAMI policies are adhered to consistently at all premises and communities.
- Provide leadership, coaching, guidance, and accountability to Community Administrators and property staff to promote consistent performance and adherence to organizational expectations.
- Establish clear performance expectations for assigned properties and staff and regularly monitor progress toward established goals.
- Identify opportunities for professional development, cross-training, succession planning, and leadership development within the assigned portfolio.
- Promote employee engagement, effective communication, teamwork, and a culture of accountability and continuous improvement.
Site Management
- Oversee site staff and ensure they are in alignment with property standards, policies, and procedures.
- Conduct annual performance reviews of Community Administrators.
- Coordinate annual performance reviews of all site staff.
- Conduct monthly site visits or as required and conduct bi-annual Property Internal Audits.
- Oversee and sign contracts for large maintenance and property expenditures.
Portfolio Performance and Accountability
- Monitor and evaluate the overall performance of assigned communities using established key performance indicators.
- Review occupancy, economic occupancy, days vacant, delinquency and collections, work-order performance, recertification timeliness, inspection results, resident satisfaction, budget-to-actual performance, and net operating income.
- Identify unfavorable performance trends, determine contributing factors, and develop and implement corrective action plans with measurable goals, responsible parties, and completion dates.
Financial
- Evaluate, review, address budget variances, and maintain individual property financials.
- Evaluate each property's monthly financials and ensure that each property is staying on budget; explain variances and address any issues.
- Evaluate, review, and address legal and collections efforts for all communities.
Inspections and Compliance
- Be present for each owner or regulatory agency inspection, operations review, and file audit.
- Develop preventative maintenance plans and direct property improvements.
- Prepare responses to address deficiencies or findings.
- Maintain ongoing inspection readiness and ensure that properties remain in compliance with HUD, MSHDA, LIHTC, Fair Housing, Section 504, local requirements, and other applicable regulatory programs.
Leadership Capacity and Workload Management
- Establish priorities based on property performance, regulatory requirements, financial impact, resident needs, organizational priorities, and risk.
- Maintain an organized system for tracking deadlines, action items, inspections, reports, meetings, financial responsibilities, and other portfolio requirements.
- Demonstrate the ability to remain effective and organized in a fast-paced environment involving multiple communities, competing priorities, regulatory requirements, and changing organizational needs.
Additional Responsibilities
- Maintain compliance with VOA and VOAMI policies and procedures.
- Community involvement and municipal representation for communities and VOAMI.
- Ensure that all duties are carried out in a timely and orderly fashion so that VOA Michigan functions in the most efficient manner possible.
- Other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Education and Experience
- Minimum Associate's Degree or equivalent college or university credits.
- Five consecutive years of experience as a site manager.
- Multi-site property management experience in affordable housing programs.
- Must have expertise and strong competence in HUD, LIHTC, and other Affordable Housing Property Management Operations.
- Strong knowledge of property management skills including related financial statements, computer systems/software, regulatory programs, marketing and leasing programs, physical asset knowledge, HUD, Bond, Tax Credit, and Conventional financed occupancy-related programs.
Strongly Preferred
- Certified Property Manager (CPM), Accredited Resident Manager (ARM), Certified Occupancy Specialist (COS), or equivalent.
Financial and Analytical Skills
- Ability to analyze financial reports, operational reports, and make recommendations.
- Ability to review and understand financial reports, create, and adhere to budgets.
- Knowledge of basic statistics and general accounting procedures.
Leadership and Management Skills
- Demonstrated personal and professional integrity.
- Ability to lead and adapt to change in processes, people, and the environment.
- Ability to communicate effectively across all levels of the agency in four key areas: speaking, writing, listening, and message delivery.
