About The Division
The Human Resources Division supports the agency’s strategic direction by assisting management in meeting staffing needs and managing people. This includes recruiting and hiring staff; on-boarding new hires; coordinating benefits; training and developing the workforce on HR topics; creating and implementing employee engagement initiatives; and facilitating separation. Human Resources’ professionals are consultants and business partners; they advise managers and employees on workforce issues and help the agency achieve its business goals.
General Description
Join the Human Resources as a Team Lead for Human Resources Operations! Work in a fast paced, multi-project environment and ensure compliance with state and federal laws related to human resources’ policies and procedures. The Human Resources Operations Lead is responsible for overseeing core human resources functions including policy implementation, compliance, onboarding, offboarding and employee retention. The role ensures that HR operations align with organizational goals and state regulations, while fostering a high-performing, service-oriented HR team.
Work Hours
Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.
Qualifications
Minimum Qualifications
· Bachelor’s degree.
· 4 years of experience in Human Resources Operations.
· 4 years of experience in Human Resources Process Management.
· 1 year of experience leading a team.
Preferred Qualifications
· Bachelor’s degree in human resources, Organizational Development, Business, or Public Administration.
· Experience with HRIS tool like CAPPS.
· Experience conducting human resources training.
Substitutions
· Education requirement may be substituted with up to four (4) years of related experience.
Licenses and Certifications
· Preferred: Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) and/or SHRM-CP, SHRM-SCP.
In this role you will:
· Serves as the Team lead for the Human Resources Operations Section.
o Plan the day-to-day operations and provide guidance for the operations group.
o Manages the work, planning and scheduling, and develops goals, priorities, objectives, guidelines, and rules.
o Estimates and reports on expected time of completion of work, maintains records of work accomplished and time expended and prepares reports.
o Provides input on team member performance for evaluation purposes.
o Makes recommendations for staff changes including promotions and salary actions.
o Make recommendations for selection of job candidates.
o Coordinate the maintenance and analysis of human resources files, records, and reports.
· Human Resources Support:
o Coordinate and monitor DSC support tickets, including administrative requests such as legal name changes and related employee record updates.
o Manage Invoicing and renewal of various policies and provide oversight to travel reimbursement.
o Administers and oversees the agency’s Telework and Administrative Leave for Outstanding Performance programs.
o Reviews requests and ensures compliance with agency policy and serves as the agency subject matter expert in these areas.
o Act as the Scribe app administrator, managing user access, coordinating guide development, and ensuring documentation accuracy across team workflows.
o Manage the operations SOPs and training guide.
o Approves and manages access request to mother friendly rooms.
· As a team lead:
o Performs HR presentations for new employees during NEO.
o Prepare/Oversee logistics for New Employee Orientation (NEO) Employee records, making sure certificates, acknowledgement are in place.
o Oversee leave requests and ensures they are handled in timely manner.
o Manages/oversight Employment verifications, Performance management and Personnel Actions Forms.
o Develop solutions to highly complex human resources problems by following procedures or applying policy.
· Provides technical assistance in records maintenance, records retention and Manage employee engagement and retention.
· Provide oversight to off boarding and terminations.
· Perform other duties as assigned.
