Summary:
The HS&E Director will be responsible for developing, leading, and enforcing a comprehensive Health, Safety, and Environmental program across all company operations. This role will ensure compliance with federal, state, and local safety and environmental regulations, and foster a strong safety culture within a high-hazard construction environment. The Director will guide field operations, support project management teams, and manage risks to protect employees, contractors, and the public.

Safety Personal Management:
- Supervise, mentor, and develop department staff.
- Establish departmental KPIs and ensure team accountability.
- Lead company safety committees and foster a culture of accountability, transparency, and continuous improvement.
Program Management:
- Design, maintain and enforce policies, procedures, safety manual, and training programs to maintain OSHA, EPA, DOT, and other applicable compliance.
- Design, maintain, and enforce risk assessment processes, SOP’s, incident investigation protocols, and safety audits.
- Oversee the preparation and submission of required regulatory reports, permits, and documentation.
- Oversee compliance platforms to include ISNetworld, Avetta, Highwire, Etc.
- Oversee and Manage company OQ program.
Training and Communication:
- Develop, maintain, and implement safety training/onboarding programs.
- Act as the subject matter expert and main communicator for all HS&E-related topics.
Incident Response and Investigation:
- Evaluate investigations for near misses, accidents, and environmental incidents to identify trends.
- Prepare root cause analysis and corrective action plans.
- Interface with regulatory agencies during inspections or incident inquiries.
Field Engagement:
- Conduct periodic field visits to assess compliance and coach crews/personnel.
- Collaborate with management to integrate safety planning into job execution.
Metrics and Reporting:
- Track, analyze, and report on key safety metrics including TRIR, DART, and EMR.
- Use data to drive continuous improvement and proactively address potential risks.
Qualification Requirements:
Experience:
- 10+ years of progressive HS&E experience, with at least 5 years in a leadership role in high-hazard construction (e.g., trenching, confined space, heavy equipment, pipeline, or industrial work).
- Experience in researching and implementing compliance programs.
Certifications:
- OSHA 30 & 500 required.
- CSP, CHST, or similar safety certifications strongly preferred.
Licensing:
- Valid Driver’s License with a clean driving record.

- Strong understanding of construction HS&E (Health, Safety, and Environmental) standards.

- Proficiency in computer-based programs (e.g., Word, Excel, SharePoint).

Up to 30% travel is required across all company Divisions & Regions.
