HSE Manager

The Opportunity

Downer Energy & Utilities is seeking an experienced HSE Manager to provide governance, assurance and strategic leadership across a portfolio of high-risk transmission and substation projects.Reporting to the Head of HSEQ, this role will play a critical part in embedding robust health, safety and environmental systems from precontract through to project delivery. You will work closely with operational leaders, project teams and clients to ensure risks are identified early, controls are effectively implemented and assurance programs deliver measurable outcomes. This is a senior leadership opportunity for an experienced HSE professional who thrives in complex project environments and can influence stakeholders at all levels of the business. Key responsibilities include:
  • • Leading HSE governance, assurance and control frameworks across multiple projects
  • Supporting bid and precontract activities, ensuring HSE requirements are incorporated into delivery strategies
  • Driving audit, assurance and verification programs aligned to legislative, client and business requirements
  • Providing oversight of risk management, incident investigation and corrective action processes
  • Governing training, competency and workforce fitness requirements across projects
  • Leading client, regulatory and assurance engagements
  • Providing leadership and direction to HSE resources across project portfolios
  • Supporting continuous improvement initiatives that strengthen safety performance and operational excellence
  • The role supports the successful delivery of major electricity transmission and substation infrastructure projects across Australia.

What We're Looking For

We are looking for a collaborative and influential leader who brings significant experience in high-risk construction, energy, utilities, transmission, substations or major infrastructure environments.You will have:
  • Tertiary qualifications in Workplace Health and Safety, Environmental Management or a related discipline
  • Demonstrated experience leading HSE programs within major infrastructure or construction projects
  • Strong knowledge of Australian WHS legislation and contractor management requirements
  • Experience in audit, assurance, incident investigation and risk management frameworks
  • Exceptional stakeholder engagement skills with the ability to influence operational and executive leaders
  • Experience working within client facing environments and managing complex compliance obligations
  • Strong analytical capability with experience using HSE systems, reporting and performance data
  • Lead Auditor qualifications or equivalent assurance experience will be highly regarded
