Blu Omega is seeking an Agent Broker Program Analyst that is motivated to improve the delivery of services in the health insurance marketplace and ensure a seamless experience for agents and brokers. We are looking for someone who enjoys working at the crossroads of policy, operations, and data strategy. As an Agent and Broker Program Analyst, you’ll play a critical role in supporting the operational effectiveness of the Federally Facilitated Exchange (FFE), helping agents and brokers navigate certification, compliance, and system processes with confidence and efficiency.
Location: This role requires 1-2 days per week onsite in either McLean, VA or Woodlawn, VA

We’re seeking a proactive and knowledgeable individual to guide strategic improvements, assess operational performance, and drive innovation across the agent and broker ecosystem. This role requires both subject matter expertise and the ability to interpret and translate business needs into impactful actions and technical solutions.
Responsibilities:
- Function as the key advisor on FFE agent and broker operations, advising internal stakeholders and external partners on policy, process, and system matters.
- Evaluate agent and broker performance using data-driven insights, identifying trends and proposing solutions to improve outcomes and efficiencies.
- Support policy development through the creation of executive-level reports and documentation that inform leadership and shape the direction of the program.
- Work closely with IT and development teams to implement tools and enhancements that streamline the agent and broker experience within the Exchange.
- Maintain up-to-date knowledge of applicable laws, policies, and regulatory requirements, ensuring compliance across all agent and broker activities.
- Serve as the principal resource for all aspects of FFE agent and broker functions, including Enhanced Direct Enrollment (EDE), training and certification processes, and regulatory compliance.
- Develop and monitor key performance indicators (KPIs) to track program performance, drive analysis, and support operational decision-making.
- Create and present analytical deliverables—such as dashboards, reports, and strategic summaries—to influence operational strategy.
- Translate program needs into functional requirements for technical teams, contributing to the design and rollout of new tools and workflows.
- Identify process bottlenecks and provide actionable recommendations for improvement, using data and stakeholder feedback to inform your approach.
- Stay informed of federal marketplace updates, ensuring policy changes are incorporated into operational practices and guidance.
- Anticipate risks and recommend mitigation strategies to maintain smooth delivery of program goals.
Qualifications:
- Active insurance license and 7+ years of experience in healthcare, health insurance, or marketplace-based agent and broker support roles.
- Minimum of 5 years of hands-on experience with the Federally Facilitated Exchange (FFE).
- Bachelor's degree in Business, Public Health, Data Analytics, or a related discipline.
- Strong communication and reporting skills, especially in preparing materials for senior leadership or government stakeholders.
- In-depth understanding of the FFE certification and compliance processes for agents and brokers.
- Proven ability to interpret and work with large data sets related to performance, operations, or compliance.
- Effective collaborator across both business and technical teams, with a detail-oriented and problem-solving mindset.
Nice to Haves:
- Master’s degree in a related field (Health Policy, Business, etc.).
- Familiarity with state-based exchanges or the Federally Facilitated Marketplace (FFM).
- Exposure to continuous improvement methods like Lean or Six Sigma.
- Certification in business analysis (e.g., PMI-PBA, CBAP).
- Experience partnering with technical teams to implement operational systems or enhancements.
Salary Range: $120K - $125K
Our final salary offer will be based on several factors, including depth of technical skills, work experience, education, certifications, and clearance
