Maternal and Child Health Access (MCHA) is a non-profit social service and policy agency whose mission is: Through direct support, individual advocacy, policy change and health care workforce transformation, MCHA is building a California where women, pregnant people and families are supported, and everyone has the opportunity to be healthy. We offer a community services program with case management and short-term problem-solving; health education and support classes, including breastfeeding support; outreach for enrollment into health programs, referrals to health services, and troubleshooting for problems accessing health care or using health programs; training and technical assistance to agencies on health programs and services available to low-income people, CalFresh and food security assistance, and a home visitation program for pregnant and parenting families delivering at California Hospital Medical Center. We conduct policy work in the areas of access to health care and health issues based on our experiences with low-income women and families.
Job Summary
Oversee programs for health coverage, including eligibility, outreach, and navigation for Medi-Cal, Covered California, Medicare, Kaiser Community Health Plan, private programs, and county services Manage work in compliance with grants, contracts, and agency policies. Supervise team of Healthcare Navigators and the Administrative functions to support them. Oversee the operations of our Satellite Office, its staff, and partner relations. Prepare monthly, quarterly, bi-annual / annual reports for various contracts. Manage annual Department of Public Health (DPH) audits. Oversee Subcontractor to DPH- grant. Reports to Executive Director.
Responsibilities
People and Process Management
- Member of MCHA senior management team.
- Oversees work, productivity, and performance of Healthcare Navigators and Administrator.
- Reviews knowledge base and Scope of Work for Outreach Workers; creates methods by which
workers are updated and maintain up-to-the-minute knowledge.
- Ensures staff conduct all screening, enrollment, renewal, data entry and related functions at the highest level of expertise, and that all adhere to the “We’ve Got You Covered” and other MCHA agency practices.• Oversees creation and revision of outreach materials, submits to DPH for review.
- Partners with Executive Director in staff retention, performance management and hiring.
Technical Assistance
- Provides technical assistance to other agencies as time allows and documents on agency forms or computer as preferred, include w/monthly reports to CHOI/ED
- Works closely with the Training Director for health navigation, consulting and ensuring a high standard of assistance provided
Policy Development and Advocacy
- Attends monthly Department of Public Health [DPH] contractor meetings
- Represents MCHA and its broader interests, advocates in various forums and work groups and Wellness Center meetings.
- Raises policy and data collection issues reflecting patterns or prevalence of issuesnegatively impacting MCHA clients, entire benefit groups and contractors.
- Prepares monthly reports for DPH, including client stories submitted by Healthcare Navigators.
- Helps create systems for and supports need for examples of issues in case stories.
Media
- May conduct media interviews and appearances in Spanish and English, orienting and assisting client interviewees.
Wellness Center
- Attend and represent MCHA at Wellness Center meetings. Seek meetings with hospital and Wellness Center administration to discuss or improve workflow and patient access
- Ensure coverage is as full as possible for daily work and events
- Works with Executive Director on plans for development of MCHA role at Center; help to ensure appropriate role
- Work with Wellness Center on data requested, appropriateness, etc.
Qualifications and Required Experience
- 5+ years of experience with Medi-Cal and other health coverage programs for low income people, their eligibility criteria, and benefits; case management and troubleshooting complex cases.
- Experience with and knowledge of the ACA, Covered California, CalAIM benefits, managed care health plans and state and county departments and infrastructure supporting these programs.
- 5+ years outreach, community engagement, and partner engagement
- 3+ years of experience in a supervisory or leadership role
- Strong interpersonal and leadership skills
- Experience with public speaking,
- Excellent organizational and communication abilities
- Ability to manage multiple priorities in a fast-paced environment
- Bilingual in Spanish highly desirable
- Bachelor’s Degree, with concentration in health or social service- related field.
- Valid driver's license and reliable transportation (some travel required)
Job Types: Full-time, Part-time
Pay: $75,000.00 - $85,000.00 per year
Expected hours: No less than 40 per week
